Job summary

NSW Health, via the Sydney Children’s Hospitals Network (SCHN), is seeking a Finance Manager to provide strategic financial leadership across NCIRS programs, contracts and grants. The role leads budgeting, forecasting, costing and business analysis to support negotiations and funding submissions.

Working with executive leaders and researchers, you will monitor financial performance, identify risks, and provide insights to support sustainability and growth in a complex public health setting.

Qualifications

• Tertiary qualifications in Accounting, Finance or Business.
• Extensive experience in financial accounting, especially in public healthcare.
• Membership of an Australian accounting body or working towards same.

What you'll be doing

The National Centre for Immunisation Research and Surveillance of Vaccine Preventable Diseases (NCIRS) is the leading research organisation in Australia that provides objective expert advice on all aspects of vaccine-preventable diseases (VPDs), vaccines, and other issues related to immunisation, to inform policy and planning for immunisation services in Australia and to support the control of VPDs across the whole life-course. NCIRS also has a growing Global Health program that works to support countries, particularly those in the Asia-Pacific region, on their immunisation system strengthening efforts. This work is funded through agreements with the Australian and New South Wales governments, including the Australian Centre for Disease Control, as well as other funding agencies.

The Finance Manager provides strategic financial leadership and expert financial management support across NCIRS programs, contracts, grants and organisational initiatives. The position is responsible for leading budget development, financial forecasting, costing and business analysis activities to support contract negotiations, funding submissions, grant applications and strategic decision-making. The role oversees the ongoing financial monitoring, analysis and reporting of awarded contracts, grants and funded programs to ensure activities are delivered within approved budgets and in accordance with funding agreements and organisational requirements. Working closely with Executive leaders, program managers, researchers and external funding partners, the position provides expert advice on financial performance, risks, opportunities and resource allocation to support organisational sustainability and growth.

The position leads the development of financial modelling, business cases, performance reporting and continuous improvement initiatives, ensuring robust financial governance, compliance and effective stewardship of resources. The role contributes to strategic planning and supports informed decision-making through the provision of high-quality financial insights, analysis and recommendations.

Responses to the questions below

• Tertiary qualifications in Accounting, Finance or Business, and/or extensive experience in financial accounting, particularly in the public sector healthcare setting and full membership of an Australian professional accounting body or working towards same.
• Demonstrated experience in providing strategic financial management, budgeting, forecasting and financial planning services within a complex health, research, government or public sector environment.
• Proven experience in financial modelling, costing, business case development and financial analysis to support funding submissions, grant applications, contract negotiations and strategic decision-making
• Demonstrated ability to monitor and analyse financial performance, identify financial risks and opportunities, and provide accurate and timely recommendations to support organisational objectives.
• Advanced analytical, problem-solving and financial reporting skills, with the ability to interpret complex financial information and communicate findings effectively to a range of stakeholders
• Demonstrated leadership and relationship management skills, including experience leading staff and building productive partnerships with internal and external stakeholders
• Demonstrated experience in financial governance, compliance and continuous improvement, including the application of financial policies, funding requirements, audit processes and risk management principles.
• Demonstrate a culture of quality and patient safety in clinical research.
