Job summary

Western Power in Perth is seeking a senior Estimating and Cost Planning leader to shape WA's energy infrastructure. You will oversee complex cost estimates, investment assurance and governance across major capital projects, driving consistency and defensible numbers for key investment decisions.

You will lead a team of estimating professionals, coach best-practice methods, and provide strategic guidance to executives while engaging stakeholders across the portfolio.

Qualifications

  • Bachelor’s Degree in Construction Management, Quantity Surveying, Business or Commerce or equivalent.
  • 20+ years experience in cost planning, estimating, or investment assurance for major capital projects.
  • Advanced knowledge of estimating methodologies, cost modelling, forecasting and risk assessment.
  • Experience leading estimating teams and governance across portfolios.
  • Excellent written and verbal communication with senior stakeholders.

Join Western Power's Transmission Development team and play a key role in shaping the future of Western Australia's energy network. In this role, you will provide strategic leadership across estimating, cost planning and investment assurance activities for major capital infrastructure programs. You will oversee the development and assurance of complex cost estimates, drive consistency across estimating practices, and provide trusted advice that supports critical investment decisions across Western Power's growing portfolio of network projects.

Your Role in Action

Act as Western Power's principal estimating and cost planning specialist, providing expert leadership, guidance and assurance across a portfolio of major capital infrastructure projects and programs.

Lead the development, review and validation of complex cost estimates across all phases of project development, ensuring alignment with AACE Class 5 to Class 1 estimating standards and industry best practice.

Provide authoritative advice on project scope, cost, risk and estimating methodologies, supporting project teams, senior leaders and executives to make informed investment decisions.

Drive consistency, governance and continuous improvement across estimating frameworks, processes and assurance practices, ensuring estimates are accurate , transparent and defensible.

Lead and mentor estimating professionals, building capability through coaching, technical guidance and the promotion of best-practice estimating disciplines.

Assess project assumptions, escalation factors, risks and market conditions, translating complex technical and commercial information into clear recommendations that support portfolio planning and executive decision-making.

What Makes You a Great Fit

Bachelor’s Degree in Construction Management , Quantity Surveying, Business or Commerce; or relevant related work experience.

At least 20 years’ experience in cost planning, estimating, investment assurance or major capital infrastructure projects, with demonstrated expertise developing and reviewing estimates across all estimate classifications.

Advanced knowledge of estimating methodologies, cost modelling, forecasting, quantitative risk assessment and cost escalation practices.

Proven experience leading and mentoring estimating teams while driving governance, consistency and continuous improvement across project portfolios.

Exceptional written, verbal and presentation skills, with the ability to influence stakeholders and confidently engage with senior leaders and executives.

A collaborative and curious approach, comfortable working in ambiguity, building relationships and bringing people together to achieve quality outcomes.
