About North East Link

The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three‑lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public‑Private Partnership and provides three‑lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north‑east while maintaining local roads.

About the Opportunity

As a Communications Advisor, you will play a key role in building community understanding and support for the project. You’ll assist with managing stakeholder relationships, coordinating community notifications, and ensuring clear, timely, and effective communication of project impacts.

This is a fantastic role for someone with strong communication skills, sound judgement, and experience working on major infrastructure projects.

This role will be accountable for:
  • Supporting the implementation of communications and engagement strategies that mitigate construction impacts and maintain public confidence.
  • Responding to community and stakeholder enquiries, concerns, and issues in a timely and professional manner.
  • Preparing project notifications, updates, and content for a variety of communication channels.
  • Working closely with construction teams to ensure stakeholders are notified ahead of impactful works.
  • Assisting in identifying risks, emerging issues, and opportunities, escalating to the Community Engagement Lead as required.
  • Supporting stakeholder briefings, toolbox talks, and presentations to enhance internal and external awareness.
  • Monitoring the effectiveness of engagement activities and contributing to continuous improvement.
  • Building strong relationships with internal teams and external stakeholders to support project objectives.
Qualifications:
  • Tertiary qualification in communications, public relations, journalism, marketing or similar, or equivalent relevant experience.
Minimum requirements for this role:
  • 3+ years’ experience in communications and stakeholder engagement, ideally on a major infrastructure project.
  • Excellent written and verbal communication skills.
  • Strong organisational, planning, and project‑coordination skills.
  • Ability to manage competing priorities and work in a fast‑paced environment.
  • Strong interpersonal skills and the ability to influence and build rapport with diverse stakeholders.
  • Competency with Office Suite and basic desktop publishing tools.
