Job summary

Zeal Personnel is seeking an experienced Civil Estimator on behalf of a premier client undergoing rapid growth. You will manage cost estimations, tender preparation, and pricing strategies for civil infrastructure projects up to $10M, reporting to the Estimating Manager.

This role offers the opportunity to work on diverse civil packages while collaborating with key stakeholders and driving first-principles estimating, cost libraries, and robust commercial governance.

Qualifications

• 5+ years of proven Civil Estimating experience with tenders up to $10M.
• Strong understanding of civil construction methods, earthworks, roadworks, and site operations.
• Engineering or related tertiary qualification.
• Experience with estimating software such as Benchmark Estimating or CostX.

Responsibilities

• Tender & bid management: prepare, analyse, submit cost proposals and quotes.
• Attend site walk-downs and client tender meetings to refine scope and strategy.
• Develop first-principles cost breakdowns and benchmarks for accuracy.
• Maintain cost libraries and pricing templates for future tenders.
• Ensure commercial governance and risk management during tender processes.
• Present cost breakdowns to senior management and stakeholders.

The Role

Zeal Personnel is currently seeking an experienced Civil Estimator on behalf of a premier client experiencing rapid growth. Reporting directly to the Estimating Manager, you will play a critical role in managing cost estimations, tender preparation, and pricing strategies for civil infrastructure projects up to $10M.

This position offers an excellent opportunity to work on diverse civil packages while collaborating with key internal and external stakeholders.

Key Responsibilities

• Tender & Bid Management: Prepare, analyse, and submit accurate, timely tender proposals, bids, and quotes in alignment with client requirements and business capabilities.
• Site Inspections & Strategy: Attend site walk-downs and client tender meetings to evaluate scope, constructability, and tender strategy.
• First-Principles Estimating: Build clear, competitive estimates from project inception using first principles cost breakdown structures.
• Cost Libraries & Benchmarking: Develop and maintain historical cost databases, estimating templates, and pricing libraries to optimize future tender accuracy.
• Commercial Governance: Ensure strict commercial compliance, risk management, and contractual alignment during every stage of the tender process.
• Stakeholder Collaboration: Present clear cost breakdowns to senior management and maintain strong communication with clients, suppliers, and subcontractors.

Requirements & Qualifications

• Experience: Minimum 5 years of proven experience in Civil Estimating, with a track record of winning tenders valued up to $10M
• Technical Knowledge: Deep understanding of civil construction methodologies, earthworks, roadworks, and site operations
• Education: Tertiary qualification in Civil Engineering, Quantity Surveying, Construction Management, or a related field
• Software Skills: Hands-on experience with estimating software (e.g., Benchmark Estimating, CostX, or similar) is highly desirable
• Commercial Acumen: Strong financial, analytical, and problem-solving skills combined with robust negotiation capabilities
• Clearances: Ability to pass a Pre-Employment Medical and obtain a clear National Police Check (NPC)
• Attributes: High safety commitment, strong work ethic, and excellent written and verbal communication skills.
