About the Role

We are seeking two experienced Business Analysts to support a significant infrastructure and project delivery portfolio within a complex, asset‑intensive environment.

This role will focus on examining how operational processes, stakeholder interfaces and delivery arrangements are currently functioning, identifying areas where improvements can be made, and developing practical recommendations supported by evidence and analysis.

You will work closely with senior stakeholders, project teams and delivery partners to conduct discovery activities, analyse current operating practices and assess the effectiveness of processes, governance arrangements and third‑party delivery models.

This is an excellent opportunity for an experienced Business Analyst who enjoys working beyond traditional systems requirements and has strong capabilities in operational analysis, process improvement, stakeholder engagement and project delivery. Similar Business Analyst roles across Australia's utilities and infrastructure sectors commonly involve current and future state process mapping, requirements analysis, cross‑functional stakeholder engagement, risk identification and supporting evidence‑based transformation initiatives.

Position: Business Analyst x 2

Location: Parramatta-based with other Sydney sites as required

Working arrangement: Hybrid

Hours: 8 hours per day / 40 hours per week

Start date: ASAP

Contract: until 29 January 2027 with possibility of extension

Key Responsibilities
  • Lead discovery activities to develop a detailed understanding of current operational processes, delivery arrangements and stakeholder interactions.
  • Gather, interpret and analyse qualitative and quantitative information from documentation, systems, workshops, interviews and stakeholder feedback.
  • Facilitate interviews and workshops with business leaders, project teams, operational stakeholders and delivery partners.
  • Analyse current-state processes to identify inefficiencies, duplication, bottlenecks, hand‑off issues and opportunities to improve delivery outcomes.
  • Develop clear process maps, interface maps and workflow documentation to illustrate business activities, responsibilities and interactions.
  • Assess roles, accountabilities and governance arrangements to identify areas of ambiguity, complexity or potential delivery risk.
  • Conduct structured gap and root‑cause analysis to understand the underlying drivers of operational and performance issues.
  • Review contractual obligations, third‑party delivery arrangements and operating models to assess alignment with intended business outcomes.
  • Develop current‑state and future‑state process models and support the design of practical improvement opportunities.
  • Translate complex findings into clear, evidence‑based insights and actionable recommendations.
  • Prepare high‑quality reports, presentations, briefing papers and executive‑level materials for senior decision‑makers.
  • Support the development and documentation of business requirements, options analysis and recommendations where required.
  • Identify delivery risks, dependencies, assumptions and issues that may affect project outcomes and elevate these appropriately.
  • Work collaboratively across business, operational and project teams to validate findings and build stakeholder alignment.
  • Support continuous improvement initiatives by monitoring agreed actions and contributing to the implementation of process improvements.
  • Maintain accurate analysis artefacts, documentation and traceability to support governance, decision‑making and future project delivery.
  • Manage competing priorities and multiple workstreams while maintaining a high standard of analytical rigour and stakeholder engagement.
About You
  • 5–7+ years of experience as a Business Analyst, Senior Business Analyst or similar analytical and process improvement professional.
  • Demonstrated experience working within complex infrastructure, utilities, construction, engineering or major project delivery environments.
  • Strong experience conducting operational process analysis, gap analysis and root‑cause analysis.
  • Proven ability to develop process maps, workflow diagrams and operating model documentation.
  • Experience reviewing business processes, stakeholder interfaces, governance structures and delivery arrangements.
  • Strong stakeholder engagement skills, including the ability to facilitate discussions with senior leaders and diverse stakeholder groups.
  • Demonstrated ability to gather information from multiple sources and convert complex findings into clear recommendations.
  • Excellent written communication skills, with experience preparing reports, executive briefings, presentations and decision‑making materials.
  • Strong analytical and problem‑solving capability, with the ability to identify trends, risks, inefficiencies and improvement opportunities.
  • Experience supporting project or transformation initiatives within complex and fast‑paced environments.
  • The ability to work independently while building strong relationships across multidisciplinary teams.
  • Strong organisational skills and the ability to manage competing priorities and deadlines.
  • Experience within the utilities, water, construction, infrastructure or major capital project sectors.
  • Exposure to alliance contracting models, NEC contracts or other complex infrastructure delivery frameworks.
  • Experience reviewing third‑party contractual obligations and outsourced or partner delivery models.
  • Experience with business process modelling methodologies and tools such as BPMN, Microsoft Visio or similar platforms.
  • Exposure to Agile, Waterfall or hybrid project delivery methodologies.
  • Relevant Business Analysis certifications, such as CBAP, CCBA or equivalent professional qualifications.
  • Experience preparing requirements documentation, traceability artefacts, options analysis or business cases.
