Job summary

UGL is seeking a Major Projects Bid Manager to coordinate tender submissions and drive win strategies across rail, data centres, defence and infrastructure. You’ll manage submission timelines, coordinate input from engineering, suppliers and commercial teams, and lead bid reviews to ensure complete, competitive offers.

The role requires strong communication, risk assessment and a track record in large-scale bids, with seamless handover from proposal to contract initiation.

Qualifications

  • Tertiary qualification in Commerce, Engineering, Marketing, etc.
  • Extensive Bid Manager experience in railway, infrastructure including tunnelling, data centres and electrical.
  • Understanding of tender and bid management, commercial, contractual, financial and legal aspects.

Responsibilities

  • Coordinate and manage the preparation of tender and submission requirements for allocated projects.
  • Manage the process between proposal submission and contract award.
  • Develop and implement winning proposal strategies to maximise success.
  • Review tender documentation for full technical and commercial commitment.
  • Conduct risk assessments and management activities for commercial, financial, legislative and resource risk.
  • Coordinate information from engineering, suppliers and human resources for submissions.
  • Liaise with stakeholders to ensure accuracy and viability of bids.
  • Assist in regional/product capture strategies to position UGL before RFTs.

About the role

Reporting to the Major Projects Pre-Contracts Manager, the primary purpose of this position is to coordinate and manage the preparation of the tender and submission requirements for allocated projects and manage the process between proposal submission and contract award.

Key responsibilities
  • Ensure winning proposal strategies are developed and implemented to ensure the highest probability of success
  • Review tender documentation ensuring a full and complete understanding of the technical and commercial commitment to which UGL/CIMIC will be obligated.
  • Conduct risk assessments and management activities to evaluate all commercial, financial, legislative and resource risk associated with the tender.
  • Develop and maintain a positive relationship with the customer at necessary levels within their organisation.
  • Identify the legislative, industrial, political, cultural and economic environment within which the contract would be performed and the impact of this.
  • Coordinate the collation of information required to prepare the submission of the bid proposal. e.g. engineering, suppliers, human resources.
  • Coordinate the development, preparation and issue of requests for quotation.
  • Review subcontractor submissions and evaluate their compliance, accuracy and competitiveness.
  • Develop an effective system for responding to customer questions relating to the bid proposal.
  • Assist in the development of regional/ product and/or opportunity capture strategies to ensure UGL is positioned with the highest probability of success prior to a RFT being issued
  • Liaise with all stakeholders to ensure the tender and submission is accurate and viable.
  • Develop systems to ensure successful handover from proposal to contract initiation.
About You
  • Tertiary Qualification in a relevant discipline in Commerce, Engineering, Marketing etc
  • Extensive Bid Manager experiencein within railway, infrastructure including tunnelling, communications, data centres, electrical.
  • Understanding of tender and bid management, commercial, contractual, financial and legal as it relates to this role.
  • Strong communication skills (oral & written) including strong negotiation and influencing skills and the ability to establish effective working relationships with a variety of people at different levels both internally and externally.
