Australian Department of Agriculture, Fisheries and Forestry – Canberra ACT is seeking an Assistant Director, Security Infrastructure to lead the Security Infrastructure team and deliver the department’s security program. You will coordinate physical security upgrades, technology enhancements and facility improvements while managing governance, budgets and stakeholder engagement.

Qualifications

  • Experience leading complex security projects or programs with governance, scheduling, budgeting and delivery reporting.
  • Knowledge of Australian Government protective security requirements and the PSPF.
  • Experience delivering physical security infrastructure projects across dispersed environments.
  • Experience managing consultants, vendors, contracts and service providers to deliver outcomes.
  • Experience delivering physical security infrastructure projects including access control, CCTV, alarms, or electronic key management.

Responsibilities

  • Lead the Security Infrastructure team by setting priorities, allocating work, managing performance and wellbeing, and building staff capability.
  • Translate security requirements into scopes of work, business cases, procurement documents and implementation plans.
  • Engage with Property, ICT, procurement, business areas, contractors and advisers to coordinate security outcomes.
  • Apply sound judgement to manage priorities, oversee consultants and resolve delivery issues within scope, time and cost constraints.
  • Provide clear written and verbal updates to senior leaders and governance forums on project delivery, expenditure, risks and outcomes.
  • Manage governance, schedules, budgets, dependencies, risks and issues across multiple projects to maintain delivery quality.
  • Collaborate to deliver risk-based outcomes aligned with Protective Security Policy Framework and Australian Government guidance.
  • Operate effectively in changing environments and be willing to travel when required.

We ensure the effective management of our property portfolio, facilities management, security, sustainability, facilities emergency management, and a range of corporate site services and commercial contracts nationwide.

The Security, Integrity and Assurance branch is responsible for the delivery of the department’s integrated protective security and integrity frameworks. We prevent, detect and respond to security incidents, suspected misconduct, fraud and corruption and develop unique insights to proactively identify and mitigate risks to the department and its operations. Responsible for the provision of independent, objective and risk-based internal audit, assurance and advisory services, we also provide independent support to the Inspector-General of Biosecurity and Inspector-General of Animal Welfare and Live Animal Exports.

The position is responsible for leading the Security Infrastructure team to plan, coordinate and deliver the department’s security infrastructure program of work, including physical security uplift projects, security technology enhancements and facility security improvements. The role manages project governance, resources, budgets, risks, procurement and stakeholder engagement to ensure security outcomes are delivered within agreed scope, timeframes and quality requirements. It also provides clear advice and reporting to senior leaders while building team capability and supporting a strong enterprise-wide security culture.

The duties of the role may include some or all of the following:

  • lead the Security Infrastructure team by setting clear priorities, allocating work, managing performance and wellbeing, and building staff capability in a busy delivery environment
  • translate security requirements into practical scopes of work, business cases, procurement documents, funding submissions, implementation plans and deliverable projects
  • engage effectively with Property, ICT, procurement teams, business areas, contractors, consultants and specialist advisers to coordinate security infrastructure and technology outcomes
  • apply sound judgement to manage competing priorities, oversee consultants and service providers, resolve delivery issues and make timely decisions with limited direction
  • provide clear written and verbal advice, briefings and progress updates to senior leaders and governance forums on project delivery, expenditure, risks, issues and outcomes
  • manage project governance, schedules, budgets, dependencies, risks and issues across multiple concurrent projects to maintain delivery within agreed scope, timeframes and quality requirements
  • work collaboratively to deliver practical, consistent and risk-based outcomes that align with departmental standards, the Protective Security Policy Framework and relevant Australian Government guidance
  • operate effectively in a changing environment, including responding to urgent priorities and undertaking travel when required
Eligibility

Who we are looking for

Knowledge and experience

Our ideal candidate will have:

  • demonstrated experience leading complex projects or programs, including planning, governance, scheduling, budgeting, risk and issue management, procurement and delivery reporting
  • practical knowledge of Australian Government protective security requirements, including the Protective Security Policy Framework, relevant ASIO Technical Notes and how these apply to physical security infrastructure
  • experience delivering physical security, infrastructure, facilities or technology projects across a complex or geographically dispersed operating environment
  • experience managing consultants, vendors, contracts and service providers to deliver agreed outcomes within scope, time, cost and quality expectations
  • experience delivering physical security infrastructure projects, including security technologies such as access control, CCTV, alarms, duress systems or electronic key management.

The successful candidate must hold and maintain a valid Australian motor vehicle drivers licence.
