The Application Operations Governance Lead is an Executive Level 1 role accountable for establishing, coordinating and continuously improving application operational governance across the Bureau’s application landscape. Consistent with EL1 work value and Integrated Leadership System expectations, the role translates organisational and IT Services priorities into practical governance arrangements that strengthen service stability, operational discipline, risk management, stakeholder confidence and continual improvement.
The role provides direction, coordination and professional judgement across the core Application Operations functions, including Build Services, DevSecOps Application Engineering, Run Teams and Run Governance. Working with Service Delivery Managers, technical leads, delivery teams and business stakeholders, the role aligns operational activities to organisational objectives, uses evidence to support decisions, manages competing priorities and promotes consistent practices across the application portfolio.
As the central point for application operational governance, the role leads and coordinates common operational disciplines including after-hours support, service level management, transition to operations, application lifecycle planning, CAB and ITSM governance, budget reporting alignment, engagement with system owners, and application operational input to vendor and contract coordination. The role operates with a high degree of independence within agreed priorities, exercises judgement on operational risk and service performance matters, and provides clear advice to support informed decision‑making.
This role reflects EL1 expectations by providing leadership within a defined function, building organisational capability, nurturing productive relationships, responding flexibly to change, delivering intended outcomes and modelling APS values, accountability and sound judgement. It remains deliberately focused on the application systems landscape and complements, rather than duplicates, Service Delivery Manager accountability for supplier governance, vendor performance, commercial management and external service delivery outcomes.
