Role Purpose
To direct and monitor receiving, storing and moving petroleum products in area of operation, ensuring effective stock control, and directing operations, as required, in a safe and efficient manner as per standard operating procedures and in line with EMOIL/EMDAD’s strategic priorities and goal.
Key Accountabilities
Responsibilities
- Ensure that all terminal operations are conducted safely and efficiently, adhering to established protocols and procedures.
- Collaborate with the procurement team to forecast volumes required for retail and commercial operations.
- Develop and implement procurement strategies that align with business objectives and market conditions.
- Manage the tendering process for procurement of goods and services, ensuring compliance with company policies and regulations.
- Negotiate contracts with suppliers to secure favorable terms and conditions, ensuring cost-effectiveness and quality of service.
- Maintain effective communication with internal teams, including logistics, finance, and safety, to ensure alignment on operational goals.
- Engage with external stakeholders, such as suppliers and regulatory authorities, to facilitate smooth operations and compliance with legal requirements.
- Prepare and present regular reports to senior management on operational performance, highlighting successes and areas for improvement.
- Maintain up-to-date records of all operational activities, including shipping receipts, pipeline transfers, and inventory levels.
- Issue online tanker berth work permits as per port regulations.
- Monitor, track, and evaluate equipment and vehicle utilization to improve performance.
- Record inventory movements and provide daily, weekly, monthly, and annual reports.
- Manage HDD and operator tasks, including awareness and training through TBox Talks.
- Create maintenance service requests and follow up on their execution.
- Provide technical feedback on new operational requirements and proposals.
- Liaise with Engineering Projects, Maintenance, and HSE to manage contractor works at the terminal.
- Act as the Incident Commander during emergencies to coordinate response efforts and ensure the safety of personnel and assets.
- Conduct regular walkthroughs to verify that all checklist items are properly renewed and completed, ensuring compliance with operational and safety standards.
- Prepare the monthly duty roster and manage employee absences and sick leaves to ensure adequate staffing and uninterrupted operations.
- Administer the development and implementation of Fuel Ops, Supply & Trading operation quality standards and excellence initiatives, contributing to alignment with Emarat's goals and enhancing a culture of continuous improvement.
- Assess progress and performance against set KPIs to help ensure monthly and annual targets are achieved and determine areas for corrective actions as needed.
- Monitor the flow of fuel and other commodities through the terminal, ensuring that all processes are executed according to schedule.
- Communicate compliance with labor laws and regulations during the preparation of audit reports, while obtaining knowledge of best practices and legal requirements in the UAE.
- Ensure that all documentation complies with regulatory requirements and internal policies.
- Identify training needs within the team and facilitate training sessions to enhance skills and knowledge related to terminal operations.
- Mentor and support team members in their professional development, fostering a culture of continuous improvement.
Qualifications & Experience
- Bachelor’s degree in business administration, operations management, or a related field.
- Minimum of 8 years of experience in operations or terminal management, preferably in the oil and gas industry.
- A minimum of 6 years of experience may be considered exceptional for candidates of high caliber.
- Strong understanding of terminal operations, safety standards, and supply chain management.
