Job summary

Khatib & Alami International in Dubai seeks a Senior Site Project Manager for Dubai Infrastructure Projects. You will lead supervision teams, manage on-site performance, schedules, budgets, HSSE and risk, and be the main on-site contact for clients and contractors.

The role requires extensive experience in civil engineering, strong leadership, and the ability to drive projects to completion on time and within budget across complex infrastructure programs.

Qualifications

• Bachelor’s degree in Engineering.
• Master’s degree in Engineering is preferred.
• PMP certification is preferred.

Responsibilities

• Support the Senior Manager - Supervision and Proposals with development of supervision proposals, including input on costs and margins.
• Ensure contracts, sign-offs, and design approvals with authorities during pre-construction.
• Lead project kick-off meetings with stakeholders for major/high-complexity projects.
• Review and approve contractor work programs to meet client and contract requirements.
• Review and approve contractor submittals including staffing, org charts, shop drawings, method statements.
• Explain project scope baselines to stakeholders for major projects.
• Review and approve QA/QC and HSE plans.
• Review risk management plans and contingency measures.
• Monitor project schedules and investigate delays with contractors.
• Respond to contractor claims and manage variation orders.
• Review RFIs and liaise with design teams for design queries.
• Ensure HSSE procedures and safety inspections on sites.
• Inspect works as per inspection requests from contractors.
• Approve materials testing and related QA processes.
• Review and approve testing and commissioning plans.
• Ensure as-built drawings, O&M manuals, and warranties are provided.
• Oversee final inspections, testing, commissioning and handover procedures.
• Manage final snag rectifications and re-inspections.

Job Summary

The jobholder is a senior member of the supervision services team. S/He manages supervision projects of high complexity and has the highest level of responsibility on site, including team management, schedule and cost control, quality and HSSE management, risk management, and client management throughout the project lifecycle. He is the primary point of contact with all parties involved in the project and ensures that supervision projects are delivered on schedule and on budget. He reviews, comments, and approves contractor submittals and manages the supervision team to ensure the fulfillment of client requirements, while maintaining a positive and reputable company image in all interactions. The jobholder reviews, assesses, and responds to all claims raised by the contractor regarding scope, schedule, and cost changes of supervision projects of high complexity and manages variation orders with the client and contractor. He shall stay abreast of the latest trends and developments in the construction supervision space and adopt best practices, where applicable.

Key Responsibilities

• Support the Senior Manager - Supervision and the Proposals Section with the development of supervision proposals, including providing input on delivery costs and margins, reviewing technical and commercial proposal submissions, and providing input on project and contract risks, as needed
• Ensure the contractors and client counterparts sign contract documents and that design NOCs and approvals by authorities are sent to contractors during the pre-construction phase, as needed
• Lead internal and external project kick-off meetings and ensure stakeholders are aligned for major projects or projects of high complexity
• Review and approve the contractor’s work program, ensuring compliance with client and contract requirements
• Review, comment, and approve contractors’ submittals on projects of high complexity, including staffing proposals, organization charts, shop drawings, method statements, project procedures, traffic management plans, etc.
• Guide the verification and communication of project scope baselines, including goals, deliverables, and success criteria, to relevant stakeholders for major projects and projects of high complexity
• Review and approve contractors’ QA/QC and HSE plans
• Review and approve project risk management plans, identifying potential risks and corresponding contingency plans
• Monitor supervision project schedules and investigate reasons for delays with contractors for major projects and projects of high complexity
• Review, assess, and respond to all claims raised by the contractor regarding scope, schedule, and cost changes of projects and manage variation orders with the client and contractors, as needed
• Review contractors’ Requests for Information (RFIs) and liaise with local design support teams to obtain required information on queries related to design documents
• Ensure the implementation of HSE procedures and a safety inspection regime on sites, including monitoring HSSE activities, recording all site HSSE defects, and carrying out accident and incident investigations on sites
• Guide inspection of works according to the Requests for Inspection forms submitted by contractors
• Ensure materials testing for supervision projects, including checking materials samples against specifications, approval of materials testing laboratories, inspection of batch plants, etc.
• Review and approve contractors’ testing and commissioning plans for major projects
• Ensure that as-built drawings, O&M manuals, and warranty certificates are provided accurately by contractors, as per project and client requirements for major projects and projects of high complexity
• Ensure that final inspections, testing, commissioning, and handing over procedures of the works are carried out and that all snags are recorded and issued to the contractor
• Ensure the rectification of the list of snags during the Defects Liability Period and guide final re-inspections for major projects and projects of high complexity
• Guide the preparation and issuance of Take-Over Certificates, Defect Liability Certificates, Final Accounts, and Statements of Completion
• Ensure the distribution of the revised construction drawings to all relevant stakeholders promptly
• Guide the development of project progress reports in coordination with the site teams
• Review and approve contractors’ payment certificates and review contractors’ unit rates for new work items not covered in the original Bills of Quantities
• Prepare K&A invoices for supervision services to the client and follow up on timely collection
• Implement corporate policies and procedures

Qualification, Technical Skills and Competencies

• 15+ years of experience in the Civil Engineering, and Planning Industry in a top-tier regional/multinational consultancy firm, with demonstrated deep expertise in a construction supervision role
• Demonstrated experience with developing and maintaining relationships with clients
• Exposure to all construction supervision aspects, including client management, contractor management, supplier management, contract administration, quality management, dispute management, etc.
• Industry experience within the Middle East
