Job summary

Land Sterling Properties in the United Arab Emirates seeks a Senior Quantity Surveyor to lead cost management and contract administration across multiple projects in a consultancy setting.

You will prepare detailed cost estimates, manage procurement and tendering processes, oversee contract administration, and provide strategic cost advice while ensuring compliance with local regulations.

Responsibilities

• Pre-Contract: Prepare quantity take-offs from drawings, prepare BOQs and cost breakdowns, verify measurements.
• Cost Planning: Prepare detailed cost estimates and plans at design stages, advise on feasibility and budget.
• BOQ & Tender: Prepare tender docs, review documents, clarify queries, manage addenda.
• Post-Contract: Contract administration, cost control, monitor expenditure, prepare cost reports.
• Valuations & Final Accounts: Site valuations, final accounts, retention and closeout.
• Change Management: Identify and document changes, advise on cost implications.
• Client & Stakeholder: Serve as the commercial contact, present cost updates and procurement guidance.
• Risk & Value: Identify risks, participate in value engineering, optimize costs.
• Documentation: Maintain cost files, reports, and audit-ready records.

About The Role

The Senior Quantity Surveyor is responsible for leading cost management and contract administration activities across multiple projects within the consultancy The role includes preparing cost estimates managing procurement and tendering processes overseeing contract administration and providing strategic cost advice to clients while ensuring compliance with industry best practices and applicable local regulations

Responsibilities

The Senior Quantity Surveyor Sr QS plays a key role in managing the team therefore the Sr QS shall be capable of fulfilling the responsibilities of both a Junior Quantity Surveyor Jr QS and a Quantity Surveyor QS Where required the Sr QS shall also undertake Jr QS and QS duties including but not limited to the following

• 1 Pre-Contract Responsibilities
  • Measurement and Quantity Take-off
    • Prepare detailed quantity take-offs from drawings and specifications using standard methods of measurement e g POMI NRM Assist in preparing Bills of Quantities BOQ and cost breakdowns for tender or cost planning purposes Check and verify measurement data provided by contractors or suppliers or consultant
  • Cost Planning and Estimation
    • Prepare detailed cost estimates and cost plans at various design stages Concept Schematic Detailed Design Benchmark and analyze design options to ensure value for money Advise clients on project feasibility budget allocation and cost optimization
  • Bills of Quantities BOQ and Tender Documentation
    • Prepare BOQs pricing schedules and tender documentation in accordance with standard methods of measurement e g NRM CESMM POMI Review and finalize tender documents before issue to bidders Clarify tender queries and manage addenda during the bidding process
  • Tender Evaluation and Recommendation
    • Conduct detailed tender analysis and prepare comparison reports Evaluate contractor proposals and recommend the most economically advantageous tender Participate in tender interviews and negotiations
• 2 Post-Contract Responsibilities
  • Contract Administration and Cost Control
    • Review and certify contractor interim payment applications Evaluate and assess variations claims and potential change orders Maintain cost control by monitoring expenditure against budget and forecast Prepare monthly cost reports and advise clients on cost performance
  • Valuations and Final Accounts
    • Conduct regular site valuations and progress assessments Prepare and agree final accounts with contractors and subcontractors Manage retention releases and closeout documentation
  • Change Management
    • Identify assess and document changes or potential variations Advise clients on cost implications of design or scope modifications
• 3 Client and Stakeholder Communication
  • Serve as the client s main commercial contact during project execution Present cost updates reports and recommendations in client and project meetings Coordinate with project managers design consultants and contractors to resolve cost or contractual issues Provide proactive advice on procurement strategy and commercial risks
• 4 Risk and Value Management
  • Identify financial and contractual risks throughout the project lifecycle Participate in value engineering workshops to optimize cost efficiency Recommend alternative construction methods or materials to achieve savings without compromising quality
• 5 Documentation and Reporting
  • Prepare and maintain comprehensive project cost files and records Produce detailed monthly reports cost summaries and cash flow forecasts Support the Managing QS or Commercial Manager in preparing executive summaries for senior management or clients Maintain organized project files including drawings correspondence and cost data Ensure proper documentation of all cost-related activities for audit and reporting purposes Contribute to the overall efficiency of the QS department by supporting team priorities
