Senior Proposal Engineer (MENA / International Projects)
LOCATION: UAE / Qatar
Purpose
The Senior Proposal Engineer supports and coordinates the preparation of competitive techno-commercial proposals for international opportunities within the Oil & Gas, Energy, and Infrastructure sectors. The role combines proposal management, estimating coordination, and technical/commercial alignment to ensure Company delivers high-quality, compliant, and compelling submissions.
Key Responsibilities
Proposal Management & Coordination
- Manage the end-to-end proposal process, from receipt of RFP/ITB to submission and post-bid clarifications, ensuring compliance with Company procedures and client requirements.
- Develop the Bid Synopsis, summarizing key scope elements, commercial and technical risks, execution strategy, and win themes for management review and bid/no-bid decision.
- Lead and coordinate the internal Gate Review Process (Bid/No-Bid, Kick-off, Mid-Term, Final Review, and Submission Approval), ensuring all stakeholders are aligned.
- Establish and maintain the proposal schedule, action tracker, and deliverable matrix; monitor progress and resolve bottlenecks proactively.
- Prepare the Table of Contents, define roles, and assign responsibilities across engineering, estimating, procurement, and project controls teams.
- Coordinate inputs for both technical and commercial volumes, ensuring alignment between scope, assumptions, and pricing.
Estimating & Commercial Support
- Collaborate with the Lead Estimator to prepare man-hour estimates, pricing sheets, and cost summaries in accordance with tender requirements.
- Support the preparation of the Estimate Basis Memorandum (EBM) and ensure alignment between technical assumptions and commercial structure.
- Validate that subcontractor and vendor quotations are consistent with technical specifications and pricing assumptions.
- Ensure linkage between the Risk Register and cost estimate, reflecting identified risks and mitigations.
- Review final pricing submissions for accuracy, clarity, and compliance.
Strategy, Risk & Compliance
- Identify key contractual, financial, and execution risks; compile and update the Bid Risk Register for management review.
- Support the preparation of Executive Summaries, Methodology Write-ups, and Project Execution Plans for inclusion in proposals.
- Contribute to the definition of the bid strategy and win plan, cascading priorities to involved functions.
- Coordinate with functional leads and management to secure approvals for key enclosures such as Bank Guarantees, Parent Company Guarantees, Power of Attorney, and Legal/Registration documents.
- Maintain compliance with Company’s internal Tender Governance Procedure (TGP) across all submissions.
Documentation & Systems
- Maintain and update the CRM/Proposal Database with all opportunities, submittals, and outcomes.
- Ensure complete documentation, archiving, and traceability of all proposal records and correspondence.
- Contribute to continuous improvement of proposal templates, estimating tools, and document control processes.
Technical & Functional Skills
- Strong understanding of EPCm / Detailed Engineering / FEED / EPC proposal development processes.
- Competence in cost estimation fundamentals, including man-hour estimation, discipline CTRs, and cost breakdown structures.
- Strong analytical and writing skills; able to produce high-quality proposal narratives.
- Proficiency in MS Office Suite, Adobe Acrobat, and CRM applications.
- Excellent communication, coordination, and multitasking skills across multiple bids and time zones.
Requirements
Qualifications & Experience
- Education: Bachelor’s Degree in Engineering (Mechanical, Civil, or related field).
- Experience: Minimum 5–8 years in Proposals within the Oil & Gas or Energy industry, including exposure to international tenders.
- Preferred: Experience in Engineering Consultancy, EPCm, or EPC proposal development.
