Job summary

Decima International in Dubai seeks a Senior Planning Manager to lead complex scheduling for mega projects in the United Arab Emirates. You will establish WBS, CPM baselines and IMS with clients, load resource data, and drive integrated planning and reporting to support multimillion-dollar programs.

You will mentor the Planning Team and maintain earned value tracking, while coordinating with contractors and vendors. Strong English, PMI-style methods, and a client-facing mindset are essential.

Qualifications

• Bachelor's degree in construction engineering or related field.
• 15+ years of construction planning and scheduling experience.
• Fluent English required.
• Multi-disciplinary and vertical construction experience (Infrastructure, Power, Oil & Gas, Hospitals, Mixed-use buildings).
• Experience with data centers or mission-critical facilities.
• Earned Value Management experience.
• Experience working with multinational PMC consultants and contractors.
• Strong understanding of scheduling best practices.
• Proficient in Primavera P6 with resource/cost loading and reporting.
• Experience in client-facing positions.

We are looking for a driven and capable Senior Planning Manager to support the development of Mega Project(s) in the United Arab Emirates. This is a client-facing role. You will be responsible for performing more complex aspects of planning and scheduling, including planning, change management, schedule maintenance, and multi-project resource management.

RESPONSIBILITIES

• Work with the client and contractors to establish work breakdown structures (WBS), CPM baseline schedules, and integrated master schedules (IMS).
• Review project plans, requirements, and specifications.
• Load schedules with resource and cost information.
• Work with the project team and various functions to ensure the development and implementation of integrated planning and reporting systems.
• Develop and manage the delay analysis process and deliverables.
• Manage and mentor the Planning Team and ensure their deliverables are well integrated into the system and up to the quality standards.
• Perform resource analyses to identify potential bottlenecks and resource strain.
• Update, maintain, and revise monthly and weekly schedules and reports.
• Coordinate and conduct reviews of consultants, contractors, and vendor schedules to ensure plans are achievable and meet the client's standards and contract specifications.
• Report on comparisons of monthly schedule updates, including changes, delays, or accelerations.
• Developing and implementing an earned value system (EVM) that accurately measures project work progress and performance.
• Identify program and project risks and provide recommendations to mitigate the impact of these risks.
• Perform what-if and delay analyses as needed.
• Act as the primary communication link between the company and clients regarding contracts and project progress, and have the ability to handle client demands.
• Establish a strong relationship with the client and communicate with both technical and management-level personnel.
• Prepare PowerPoint decks and present to management on progress, findings, and recommendations.
• Perform other related duties as required and assigned.

QUALIFICATIONS

Required qualifications

• Bachelor's degree in construction engineering, engineering, project management, or related technical field.
• 15+ years of construction planning and scheduling experience.
• Fluency in English is a must.
• Multi-disciplinary and vertical construction experience is a must (Infrastructure, Power Generation, Oil & Gas, Hospitals, Mixed-use buildings, etc.).
• Experience in data centers, mission-critical facilities, and projects of similar complexity.
• Earned Value Management experience.
• Experience working with Multinational PMC consultants and Contractors.
• An excellent understanding of construction and scheduling best practices.
• Highly proficient in Primavera P6, including resource management (resource and cost loading, tracking, leveling, reporting, etc.).
• Experience developing various types of reports, targeting different audiences (i.e., critical path reports, resource histograms, forecast reports, etc.).
• Experience in client-facing positions.
• Demonstrated ability to understand technical and complicated construction programs and the ability to communicate progress to both technical and management-level personnel.
• Strong communication skills, including the ability to communicate with any audience clearly and accurately.
• Proficient in Microsoft Project.

Preferred qualifications

• Master's in Construction Management.
• PSP or PMI-SP certification.
• Active membership in PMI, AACEi, or similar associations.
