Mission
Lead the end-to-end design and delivery of RTA’s transition to Quality 4.0, combining maturity modeling, assessment, roadmap definition, change management, and capability building to achieve measurable improvements in quality performance and digital adoption.
Scope & Key Deliverables
You will be accountable for delivering the following, end-to-end :
- Quality 4.0 Maturity Model (bespoke to RTA)
- Design a tailored maturity model aligned to leading practices, methodologies, and digital tools.
- Define pillars: technology integration, strategic alignment, processes, culture, capabilities.
- Maturity Assessment Report
- Execute a structured assessment across sectors and agencies; identify gaps, risks, and opportunities.
- Quality 4.0 Roadmap
- Build an actionable, time‑phased roadmap (initiatives, owners, milestones, budget outline) for each sector/agency and a dedicated plan for Corporate Quality Assurance.
- Current State Assessment (QMS 4.0 readiness)
- Review policies, processes, and documentation; identify missing/outdated standards; propose and draft enhanced revisions.
- Benchmark Study & Visit
- Plan and run a benchmark with a leading global entity; capture best practices and lessons learned for RTA.
- Proposed Amendments & Improvements
- Produce detailed proposals to close gaps, including new/replacement standards to align RTA’s QMS with global requirements.
- Change Management Plan
- Develop a structured plan (stakeholder map, ADKAR/Prosci elements, communications, risks, adoption metrics) to minimize disruption and maximize alignment.
- Quality Communication & Rollout Plan
- Define the engagement strategy, artifacts, channels, and rollout calendar for successful adoption.
- Detailed Quality Training Programs
- Design competency‑based training (objectives, curricula, accreditation requirements) aligned with revised quality requirements.
- Conduct Training & Provide Evidence
- Deliver workshops/webinars/blended formats; provide attendance, recordings, and feedback evidence.
- Training Impact Report
- Measure effectiveness (pre/post assessments, retention, satisfaction); recommend improvements.
- Long‑Term Development Programs Report
- Define upskilling roadmap, skills forecasting, and delivery mechanisms to sustain Quality 4.0 over time.
Key Responsibilities
- Own client engagement, governance, and stakeholder alignment across RTA sectors/agencies.
- Translate assessment findings into a sequenced portfolio of initiatives with clear KPIs and benefits.
- Draft/revise standards and procedures; ensure audit‑readiness and traceability.
- Orchestrate change, communications, training design and delivery.
- Coordinate benchmarking, site visits, and knowledge capture.
- Manage project plan, risks, RAID log, and reporting to steering committee.
Required Qualifications
- 8–12+ years in quality management/transformation, preferably in transport, public sector, or complex multi‑agency environments.
- Proven experience with Quality 4.0/Industry 4.0/5.0 concepts and digital‑quality tooling (e.g., analytics, IoT data flows, SPC, workflow/QMS platforms).
- Strong command of ISO 9001 (and relevant sector standards), audit practices, and document control.
- Methodologies: Lean Six Sigma (Green/Black Belt), change management (Prosci/ADKAR), project/program management (PMP/PRINCE2).
- Data & tools: proficiency with Excel/Power BI/Minitab (or equivalent), collaboration suites, LMS/e‑learning basics.
- Excellent written/oral English; strong facilitation and C level communication skills.
Nice to Have
- Experience with GCC public authorities or large government programs.
- Knowledge of safety, asset management, or service excellence frameworks relevant to transport.
- Exposure to cybersecurity or data governance in quality contexts.
Success Metrics (KPIs)
- Approved maturity model and assessment report delivered to plan.
- Roadmap adoption: % initiatives approved / launched; on‑time milestone delivery.
- QMS uplift: # standards updated / issued; audit‑readiness score improvement.
- Change & training: stakeholder adoption index; training completion >.
90%; ≥20‑point avg. uplift in post‑test vs. pre‑test.
