Safety Officer – Civil Construction (UAE)
Job Summary
The Safety Officer in Civil Construction is responsible for supervising, guiding safety inspectors, and safety assistants. Should have knowledge of Environment (HSE) requirements on civil construction projects across the UAE. The role ensures compliance with UAE labor laws, MOHRE regulations, NEBOSH/IOSH UAE Fire & Life Safety Code, and client HSE standards to maintain a safe and compliant work environment.
He will be reporting to the HSE Manager.
Key Responsibilities
HSE Compliance & Site Safety
- Implement approved Project HSE Plans in line with UAE regulations and client requirements
- Ensure compliance with MOHRE, local authority HSE rules, and company safety policies
- Conduct daily site inspections covering excavation, trenches, formwork, scaffolding, rebar, and concreting works
- Enforce the use of approved PPE as per UAE and client standards.
- preparing housekeeping reports on daily basis.
Civil Construction Risk Management
- Identify hazards related to excavation collapse, working at height, lifting operations, confined spaces, and concrete pouring
- Ensure proper shoring systems, slope protection, barricading, and safe access/egress
Plant, Equipment & Traffic Safety
- Monitor safe operation of heavy equipment including excavators, cranes, compactors, concrete pumps, and batching plants
- Verify third-party inspection and certification of lifting equipment and machinery as per UAE requirements
- Implement and monitor Traffic Management Plans (TMP) for site vehicles and pedestrians
Training & Safety Awareness
- Conduct site safety inductions for employees, subcontractors, and visitors
- Promote safety culture and safe behavior among workforce and site supervision
Incident, Emergency & Fire Safety
- Report, investigate, and document accidents, near misses, and unsafe acts in accordance with UAE reporting requirements
- Prepare incident investigation reports with corrective and preventive actions
- Ensure emergency response procedures are implemented, including fire safety, trench collapse, and equipment-related incidents
Environmental & Welfare Compliance
- Monitor environmental controls such as dust suppression, noise control, waste segregation, and spill prevention
- Ensure proper housekeeping, welfare facilities, potable water, rest areas, and heat stress management as per UAE guidelines
Documentation & Reporting
- Submit daily, weekly, and monthly HSE reports to project management and clients
Qualifications & Requirements
- Diploma or Bachelor’s degree in Safety, Civil Engineering, or related field
- NEBOSH IGC (mandatory) or equivalent internationally recognised safety certification
- Additional certifications such as OSHAD, IOSH, OSHA, or First Aid are an advantage
- 3–5 years HSE experience in civil construction projects within the UAE
- Good knowledge of UAE HSE regulations, OSHAD, Dubai Municipality, and MOHRE requirements
