Qualifications

• 8–12 years of experience in water and wastewater treatment with techno-commercial proposal development.
• Bachelor’s or Master’s degree in Chemical, Environmental, Civil or Mechanical Engineering.
• UAE/GCC and international project, tender and commercial bidding experience is a plus.

Responsibilities

• Lead technical and techno-commercial proposals for advanced water and wastewater treatment solutions.
• Translate customer requirements and tender specs into fit-for-purpose solutions.
• Develop design basis, mass balances, process calculations, preliminary sizing and performance assumptions.
• Prepare technical offers, BOQs, PFD/P&ID inputs and commercial inputs.
• Evaluate alternatives based on CAPEX, OPEX, lifecycle cost and energy consumption.
• Coordinate with cross-functional teams to ensure feasible and competitive proposals.
• Lead customer presentations, technical discussions and pre-bid meetings; support negotiations.
• Coordinate with technology partners, suppliers and SMEs to develop differentiated solutions.
• Maintain cost, technology, project references and competitive intelligence databases.
• Define and validate process guarantees, operating envelopes, risks before submission.
• Ensure timely, compliant submissions and identify advanced opportunities.

Proposal Lead - Advanced Technology Solutions| United Arab Emirates

Role Overview

We are looking for an experienced Proposal Lead - Advanced Technology to lead the development of technical and techno-commercial proposals for advanced water and wastewater treatment solutions across the UAE. The role will work closely with Sales, Engineering, Procurement, Technology Partners and Business Leadership to develop technically robust and commercially competitive solutions for customers.

Key Responsibilities

• Lead technical and techno-commercial proposals for advanced water and wastewater treatment solutions.
• Translate customer requirements and tender specifications into fit-for-purpose solutions.
• Develop design basis, water/mass balances, process calculations, preliminary equipment sizing and performance assumptions for proposed treatment schemes.
• Prepare technical offers, BOQs, PFD/P&ID inputs and commercial proposal inputs.
• Evaluate solution alternatives based index CAPEX, OPEX, lifecycle cost, recovery, energy consumption and overall customer value.
• Coordinate with cross-functional teams to ensure technically feasible and competitive proposals.
• Lead customer presentations, technical discussions, clarifications and pre-bid meetings, supporting Sales during negotiations.
• Coordinate with technology partners, suppliers and internal SMEs to develop differentiated solutions.
• Maintain cost, technology, project reference and competitive intelligence databases.
• Define and validate key process performance guarantees, operating envelopes, assumptions and technical risks before proposal submission.
• Ensure timely, compliant submissions and support Business Development in identifying advanced water-treatment opportunities.

Candidate Profile

• Bachelor’s/Master’s degree in Chemical, Environmental, Civil, Mechanical Engineering or a related discipline.
• 8-12 years of experience in water and wastewater treatment, with strong experience in and techno-commercial proposal development.
• Experience in industrial water, wastewater reuse, ZLD/MLD, high-recovery RO and brine management, advanced membrane/separation technologies, PFAS treatment and high-purity water applications is preferred.
• Strong commercial understanding of cost estimation, pricing, margins and bid strategy.
• Strong stakeholder-management skills with the ability to manage multiple proposals within tight deadlines.
• UAE/GCC and international project, tender and commercial bidding experience will be an added advantage.
