Job Description:

Parsons is looking for an amazingly talented Project Manager - Roads and Infrastructure to join our team in Dubai. In this role, you will lead the day-to-day management and delivery of major road infrastructure projects, ensuring execution aligns with the approved scope, schedule, budget, and quality standards. The position demands hands‑on experience with Dubai Road projects, in-depth knowledge of RTA standards and procedures, and proven ability to effectively coordinate with consultants, contractors, and relevant local authorities to ensure successful project outcomes.

The Project Manager reports to the Project Director and plays a key role in translating strategic objectives into efficient project execution.

What You’ll Be Doing:
  • Manage the planning, execution, monitoring, and delivery of assigned road and highway projects in Dubai.
  • Coordinate closely with local authorities, consultants, contractors, and utility agencies to ensure smooth project execution.
  • Ensure compliance with RTA standards, specifications, traffic management requirements, and approval processes.
  • Oversee design coordination, technical reviews, and constructability assessments.
  • Manage project schedules, budgets, resources, risks, and reporting.
  • Lead contractor performance monitoring, including progress tracking, quality assurance, and safety compliance.
  • Coordinate and manage NOC applications, permits, inspections, and approvals with relevant Dubai authorities.
  • Implement and monitor Health, Safety, Quality, and Environmental plans on site.
  • Support commercial management including variations, claims assessments, and cost reporting.
  • Prepare regular project reports, presentations, and updates for senior management and the client.
  • Assist in resolving technical, contractual, and stakeholder issues at project level.
  • Support commissioning, handover, and close‑out activities in accordance with Dubai standards.
What Required Skills You’ll Bring:
  • Bachelor's degree in civil engineering or equivalent from a recognized university essential.
  • Master's degree is preferred.
  • PMP or equivalent senior professional certification preferred.
  • Minimum 12‑15 years of experience in road and highway projects with direct experience in Dubai.
  • Prior experience working on major civil infrastructure, roads, tunnels projects essential.
  • Strong knowledge of Dubai Road networks, RTA design standards, approval workflows, and construction practices.
  • Experience managing contractors, consultants, and authority interfaces on live projects.
  • Fluency in Arabic and English (spoken and written) is mandatory.
