Job description

Our Multi National Consultancy client has a new requirement for a well experienced Procurement Manager to join their team in Dubai to work on new projects in the Emirates. Successful candidates will have a proven background as a Procurement Manager working for recognised supervision consultants or PMC Companies. This role is available for immediate joining and is an initial 3 month contract position hire as an outsource, employed by J10 Consulting. Key Responsibilities: The Procurement Manager will lead and oversee procurement activities, supporting both internal operational needs and project-specific requirements. The role is key to driving value, ensuring compliance, and delivering procurement strategies that support the company’s multi-disciplinary consultancy model. • Lead procurement efforts across consultancy projects and internal operations, ensuring alignment with project timelines and business objectives. • Work closely with technical teams to understand scope of services and translate project requirements into effective sourcing strategies. • Manage procurement for subcontracted services, external consultants, specialist vendors, and project-related resources. • Develop and implement procurement plans, sourcing strategies, and tendering processes for multi-disciplinary engineering consultancy projects. • Lead commercial evaluations and negotiations, ensuring contracts and terms are compliant, robust, and commercially advantageous. • Build and manage relationships with key suppliers and subcontractors to ensure quality, reliability, and performance. • Maintain procurement governance and documentation in line with internal policies and ISO standards. • Support the finance team with accurate cost forecasts, purchase order management, and reconciliation of supplier invoices. • Leverage the company’s global presence and supplier network to enhance sourcing strategies, ensure timely delivery, and drive cost efficiencies across multiple regions and projects. • Monitor market trends and provide insights to inform strategic sourcing and cost optimisation initiatives. • Work cross-functionally with legal, finance, bids, project delivery, and leadership teams to manage risk and ensure procurement excellence.

• Bachelor’s degree in Business Administration, Supply Chain, Quantity Surveying, or related field. (Engineering background is an advantage but not essential.) • Minimum of 6–8 years of procurement experience, ideally within an engineering consultancy or professional services environment. • CIPS, CPSM, or equivalent professional procurement qualification • Strong understanding of the consultancy operating model, including fee-based services, subcontracting, and multi-project delivery. • Demonstrated experience in tendering, contract negotiation, and supplier management. • Familiarity with commercial terms, legal clauses, and consultancy-specific contract structures (e.g., lump sum, time & materials). • Proficiency in ERP or procurement systems (e.g., NetSuite, SAP, Oracle). • Strong commercial acumen with the ability to balance cost, quality, and risk • Excellent negotiation, communication, and interpersonal skills. • Ability to work cross-functionally with technical, project, legal, and finance teams. • Organized, detail-oriented, and capable of managing multiple priorities across projects. • Professional, ethical, and solution-focused approach to procurement challenges
