NOMAC in Dubai seeks an experienced Maintenance Supervisor to oversee electrical, IC and mechanical activities at the Noor Energy 1 plant, including preventative and corrective maintenance, planning for shutdowns, and overhaul work to ensure plant availability and reliability.

You will coordinate spare parts, service contracts, warranty matters, and vendor communications, driving RCA investigations and managing the maintenance backlog in SAP/CMMS, with a strong focus on HSE and quality

DEWA, CSP, and ACWA Power are the primary entities behind the development of the Noor Energy 1 project in Dubai, which features the world's largest single-site Concentrated Solar Power (CSP) installation

Job Scope

To supervise and manage the maintenance Electrical, IC, and Mechanical Activities in the plant, including preventative and corrective maintenance, planning for shutdowns, and overhauling work activities; organizing maintenance, troubleshooting and modification of all machinery in accordance with overall maintenance plans, HSE guidelines and quality standards to ensure plant availability and machine reliability.

Maintenance Management

• Manage the preparation, technical evaluation, and follow-up of Spare Parts (SP), Service Contracts (SC), Purchase Requisitions (PR), and Purchase Orders (PO) for materials and services, ensuring compliance with company procurement procedures, budget requirements, and governance policies.
• Coordinate with Supply Chain, Procurement, Warehouse, and Finance teams to ensure timely availability of materials, spare parts, and external services required for maintenance activities and outage execution.
• Identify equipment failures covered under warranty and initiate warranty claims with OEMs, EPCs, and vendors by providing technical evidence, failure reports, photographs, maintenance records, and root cause investigation findings. Follow up all warranty claims through closure and ensure recovery of costs and replacement parts where applicable.
• Act as the focal point for OEM, EPC, and vendor technical communications related to equipment reliability issues, warranty matters, technical support requests, and service interventions.
• Ensure proper organization, housekeeping, and management of the workshop, including tools, lifting equipment, consumables, spare parts, and maintenance facilities in compliance with safety and quality standards.
• Manage and monitor maintenance contractors and service providers, ensuring work quality, compliance with HSE requirements, adherence to technical specifications, and achievement of agreed performance targets.
• Prepare technical scopes of work, specifications, bid evaluations, and contractor performance assessments for maintenance-related services and projects.
• Support outage planning and execution by defining resource requirements, spare parts needs, external service requirements, risk assessments, and execution schedules to ensure successful completion within planned timelines.
• Review maintenance performance indicators (KPIs), equipment reliability trends, and maintenance costs, and develop improvement initiatives to enhance equipment availability, reliability, and lifecycle management.
• Ensure effective management of maintenance backlog, work order prioritization, and shutdown activities through SAP and computerized maintenance management systems (CMMS).
• Lead failure investigations and Root Cause Failure Analysis (RCFA) for critical equipment failures and implement corrective and preventive actions to prevent recurrence.
• Ensure all maintenance activities comply with company HSE policies, technical standards, OEM recommendations, and statutory regulations.
• Provide technical coaching and mentoring to technicians and supervisors, promoting competency development, knowledge transfer, and implementation of maintenance best practices.
• Prepare technical reports, management presentations, reliability studies, budget forecasts, and maintenance improvement plans to support operational and strategic decision-making.

Troubleshooting and Technical Guidance

• Troubleshoot critical problems/breakdowns of machinery and investigate, diagnose faults to determine best proper action/repairs while ensuring they comply with NOMAC’s quality and HSE standards.
• Review and analyse machinery maintenance data and conduct site engineering studies to determine the feasibility of introducing modifications to increase reliability and efficiency of plant, thereby ensuring continuous improvement and operational excellence.
• Prepare feasibility studies for new installations, replacements or repair of existing machinery including technical evaluation, specifications and materials for modifications in addition to process diagrams and cost estimates and ensure proper follow up reports and evaluation on completed modifications.

Outage Management

Participate in the effective forecasting of manpower, budget and material requirements to ensure timely availability of resources and spares for effective execution of outage maintenance plans.

Coordinate the planning and execution of the shutdown maintenance of critical machinery, as per the recommendation of the OEM, and provide technical support to ensure the EHS, scope, cost, and timeline objectives are met.

Documentation

Ensure that all maintenance documentation for the activities are completed correctly including the Maintenance Log, outlining the fault, method of repair and the time, labour and materials used to support timely availability of information.

Health, Safety, Security & Environment

Ensure adherence to all relevant health, safety, security and environmental procedures, instructions and controls so that the safety of employees and environmental compliance can be guaranteed.

Together with HSSE department, ensure that safety rules and regulations are fully explained to plant employees / contractor staff and appropriate safety and protective equipment is worn; safety notices are prominently displayed in all work areas and that all accidents and incidents are efficiently investigated and analysed whilst ensuring that measures are implemented to avoid any recurrence.

Material Management

• Lead the preparation of monthly / annual requirements for machinery, spare parts and general materials for the unit within the plant to support timely availability of requirements as per maintenance plans and budget constraints.
• Evaluate quotations provided by the procurement department to identify and provide recommendations on the most appropriate materials / machinery for the plant.

Relationship Management

• Develop and maintain effective business relationships with all relevant internal departments and external contractors with highest standards of business ethics, whilst promptly attending to all critical technical issues in-order to ensure the services required by the organisation are delivered in the most effective manner.
• Liaise with EPC / OEM contractors for clarification, analysis and technical guidance in order to ensure clarity of communications/accurate fulfilment of operational requirements.

SAP Administration

Supervise the effective administration of SAP processes within the maintenance section and adhere to SAP guidelines in all related aspects of maintenance planning, scheduling, data management such as breakdowns review, corrective maintenance notification, creating maintenance work orders and planning in order to ensure data/system integrity in line with NOMAC’s defined standards.

Minimum Qualifications:

• Bachelor degree holder in Mechanical Engineering.

Minimum Experience

10 years’ experience in Maintenance either in water desalination and power generation plants, conventional plants, renewable plats (based on plant) where 2 years of experience are in a supervisory role.

• Practical experience and know-how of mechanical, Electrical , I&C engineering
