Job summary

Wood is seeking an experienced PMC Permit Issuer Engineer to lead the safe authorization and coordination of work through the Permit to Work (PTW) system on high-profile oil & gas projects. You will ensure compliance with project HSE requirements, procedures, and regulatory standards at the site during construction, commissioning, start-up, and readiness phases.

You will coordinate with multiple contractors and multidisciplinary teams to verify JSA, risk assessments, and method statements

Qualifications

• Experience with Permit to Work (PTW) systems in major industrial facilities.
• Minimum 10 years of experience in construction, commissioning, operations or HSE management in Oil & Gas, LNG, Petrochemical or refining projects.
• Proven experience in PMC, EPC, Owner's Operator, or Contractor environments.

Responsibilities

• Administer, implement, and maintain the PTW system per HSE procedures.
• Review, verify, and issue permits for construction, commissioning, maintenance, and operations.
• Ensure permits are supported by JSA, risk assessments and method statements.
• Verify hazards are identified and control measures are in place.
• Conduct site inspections before permit issuance to ensure readiness and safety.
• Ensure LOTO, isolation, gas testing, barricading and precautions are implemented before work.
• Issue and control permits for hot/cold work, confined space, scaffolding, electrical isolation and other activities.

The PMC Permit Issuer Engineer is responsible for ensuring the safe authorization, control, and coordination of all work activities through the effective implementation of the Permit to Work (PTW) system. The role aims to prevent incidents, manage worksite risks, and ensure compliance with project HSE requirements during construction, commissioning, start-up, and operational readiness phases.

Expected:

• Bachelor's Degree in Engineering (Mechanical, Electrical, Instrumentation, Chemical, Process, Civil, or related discipline).
• Additional qualifications in Occupational Health & Safety or Industrial Safety are advantageous.
• Professional HSE certifications are preferred.
• Minimum 10 years of experience in construction, commissioning, operations, maintenance, or HSE management within Oil & Gas, LNG, Petrochemical, Refinery, Power, Energy, or Industrial projects.
• Proven experience working with Permit to Work (PTW) systems in major industrial facilities.
• Experience in PMC, EPC, Owner's Operator, or Contractor environments.
• Demonstrated experience in managing permits during construction, pre-commissioning, commissioning, shutdown, turnaround, and operational activities.
• Experience coordinating with multiple contractors and multidisciplinary work teams.
