Job summary

EHIF seeks a Procurement Manager to lead and manage procurement activities for ADNOC projects in Abu Dhabi. This role requires compliance with ADNOC standards and entails strategic sourcing and vendor selection.

The ideal candidate will have 15+ years of experience in the oil and gas sector, strong negotiation skills, and familiarity with ADNOC procurement systems. You will coordinate with engineering and project teams to ensure efficient procurement processes.

Qualifications

  • 15+ years' experience in the oil & gas sector, with at least 5 years in Procurement Management.

The Role

To lead and manage all procurement activities within the PMC team for ADNOC projects, ensuring compliance with ADNOC standards, project timelines, budget constraints, and contractual requirements. The role ensures strategic sourcing, contractor/vendor selection, and effective coordination between ADNOC, EPC contractors, and suppliers.

Responsibilities
  • Lead and manage the procurement process for engineering, construction, and project-related materials, equipment, and services.
  • Review project specifications, drawings, and material requisitions to identify procurement requirements.
  • Develop and implement procurement strategies to ensure timely and cost‑effective purchasing.
  • Prepare and issue Requests for Quotation (RFQs), Requests for Proposal (RFPs), and tender documents.
  • Evaluate technical and commercial bids in coordination with engineering, project, and commercial teams.
  • Conduct supplier prequalification, selection, and performance evaluation.
  • Negotiate prices, delivery schedules, payment terms, and contract conditions with vendors and subcontractors.
  • Prepare bid evaluation reports, recommendation summaries, and purchase orders for management approval.
  • Monitor procurement schedules and ensure materials and equipment are delivered in accordance with project timelines.
  • Coordinate with engineering, planning, logistics and construction teams to resolve procurement‑related issues.
  • Manage supplier relationships and maintain an approved vendor database.
  • Ensure compliance with company procurement policies, contractual requirements, and applicable regulations.
  • Track procurement budgets and identify opportunities for cost savings and value engineering.
  • Review and approve technical submittals, vendor documentation, and material compliance certificates.
  • Expedite critical purchase orders and follow up on outstanding deliveries to minimize project delays.
  • Assess procurement risks and develop mitigation plans to avoid supply chain disruptions.
  • Support contract administration activities, including variations, claims, and supplier disputes.
  • Prepare procurement status reports, KPI dashboards, and management presentations.
  • Mentor and guide procurement engineers and buyers to enhance team performance.
  • Continuously improve procurement processes, systems, and best practices to increase operational efficiency.

  • Bachelor’s degree in engineering, Supply Chain, Business, or related field
  • Minimum Twenty 15+years’ experience within the oil & gas sector, with a minimum of 5 (five) years in Procurement Management
  • Strong knowledge of ADNOC procurement systems (SAP, ARIBA preferred)
  • Strong contract negotiation skills
  • Familiarity with ICV compliance requirements
  • Risk assessment and supply chain management
  • Commercial and contractual awareness (FIDIC knowledge preferred)
  • Excellent written and verbal communication skills
  • Excellent technical team and interpersonal skills
