Job description

Reports To: Applications and Development Manager Department: Group Information Technology Location: Dubai, UAEJob Type: Full-time, permanent Experience Required: 7+ years of hands-on Oracle E-Business Suite technical development and support experience across Finance, Supply Chain, Projects, and HR modules, including at least one full-lifecycle implementation, upgrade, or major rollout. Education and Certifications: Bachelor's degree in Computer Science, Information Technology, or a related field. Oracle certification in PL/SQL or application development is an advantage.

ABOUT THE ROLE

A large multi-entity group operating in the UAE construction and engineering sector is seeking an Oracle EBS Technical Consultant to maintain, customize, and extend its Oracle E-Business Suite environment. The role covers Purchasing, Inventory, Finance, HR and Payroll, Project Costing, Project Billing, and the custom extensions built around them, ensuring the application estate operates reliably and continues to evolve with the business. This is a hands-on technical position working alongside functional consultants and business stakeholders. It combines day-to-day production support and performance troubleshooting with the design and delivery of reports, interfaces, conversions, extensions, and personalizations across a multi-org, multi-ledger EBS landscape supporting main contracting and MEP engineering businesses.

KEY RESPONSIBILITIES

Development, Customization, and Extensions Write, review, and optimize SQL and PL/SQL, including packages, procedures, functions, triggers, and cursors, to support reporting, data extraction, conversions, and system customization requirements. Design, build, and deploy Oracle Forms and Forms personalizations, and develop and customize Oracle Application Framework (OAF) pages to support specific business processes, including validations, defaulting rules, and user interface changes. Build and maintain custom extensions, concurrent programs, request sets, value sets, alerts, and Workflow customizations under the custom application top, following Oracle coding standards so that customizations survive patching and upgrades. Reporting and Business Intelligence Design and develop custom reports using BI and XML Publisher, including data models, RTF and Excel templates, and bursting configuration, to meet business reporting needs. Customize report layouts, templates, and data sources across Finance, Procurement, Projects, and HR to reflect changing requirements. Support ad-hoc data extraction and analysis for management reporting, audit, and regulatory submissions, ensuring reported figures reconcile to the underlying transactions. Interfaces, Integrations, and Master Data Develop and maintain inbound and outbound interfaces using Oracle standard APIs, open interfaces, and interface tables, with robust error handling, logging, and reconciliation controls. Support integrations with third-party systems, including e-invoicing platforms, banking and payment interfaces, payroll systems, and internal portals. Assist in the creation and maintenance of supplier records, supplier bank details, and material master data, ensuring accuracy and completeness to support procurement and financial processes. Production Support and Performance Provide day-to-day technical support to end users, triage and troubleshoot incidents, perform root cause analysis, and implement corrections within agreed service levels. Diagnose and resolve database and application performance issues through execution plan analysis, indexing, query tuning, and concurrent program optimization. Support patching, cloning, and environment refresh activities in coordination with the DBA and infrastructure teams, and retest customizations after each patch cycle. Requirements, Delivery, and Documentation Collaborate with functional consultants and business stakeholders to gather requirements, assess technical feasibility, estimate effort, and implement changes that improve process efficiency. Produce technical design documents, unit test scripts, and migration instructions, and support system integration testing, user acceptance testing, and cutover. Maintain accurate and current documentation of all customizations, interfaces, and extensions so that knowledge is not concentrated in a single individual. Governance, Security, and Continuous Improvement Follow the Group IT change management process for all development, testing, and migration between environments, with documented approval before any production deployment. Apply secure coding practices, respect application security and segregation of duties, and support internal and external audit requests with evidence and system walkthroughs. Identify opportunities to automate manual processes, retire redundant customizations, and reduce the technical debt carried in the EBS estate.

SKILLS AND COMPETENCIES

Strong SQL and PL/SQL development skills, including performance tuning and the ability to read and debug complex existing code written by others. Practical knowledge of Oracle EBS R12 or R12.2 technical architecture and data model across AP, AR, GL, FA, PO, Inventory, Project Costing, Project Billing, HRMS, and Payroll. Hands-on experience with BI and XML Publisher, Oracle Reports, Oracle Forms and Forms personalization, and OAF page development and extension. Experience with Oracle standard APIs, open interfaces, and Workflow Builder, and familiarity with AME approval hierarchies. Sufficient understanding of the underlying finance and supply chain processes to challenge a specification that will not work in practice. Working knowledge of Unix or Linux shell scripting and concurrent manager administration. Clear communication with both technical and business audiences, strong problem-solving under pressure, and the discipline to document what has been built.

CANDIDATE REQUIREMENTS

Bachelor's degree in Computer Science, Information Technology, or a related field. Minimum 7 years of professional experience developing, supporting, and maintaining Oracle E-Business Suite, preferably R12 or R12.2. Demonstrable delivery of reports, interfaces, conversions, and extensions across Finance, Supply Chain, Projects, and HR modules. At least one full-lifecycle Oracle EBS implementation, upgrade, or major rollout. UAE or wider GCC experience preferred. Experience in construction, contracting, EPC, or manufacturing, and in a multi-org, multi-entity environment, is a strong advantage. Experience working within a formal IT change control regime and alongside functional consultants and external implementation partners.
