Job description

Role Purpose:To conduct tendering and development of Contracts at EMARAT in accordance with EMARAT’s related policies and procedures, applicable laws, and the End User requirements.

Key Activities:

• Facilitate Management decision regarding the most effective contracts execution strategy including selection the form of contract, technical and commercial bids evaluation criteria, payment basis, etc.
• Conduct pre-qualification of Contractors for the required works.
• Review the scope provided by the End User and develop tender documents for contract requirements in alignment with the End User, Legal Counsel and other concerned departments.
• Manage as a focal person the execution of bidding process including issuance of tender documents, administering the pre-bid communications, participation in post bid tender evaluation exercise until Contract award.
• Participate and assist in the evaluation of the technical bids received from Bidders with a view to ascertain compliance to the specified requirements, assessing adequacy of the resource requirements and review relevant portion of the Technical Evaluation Report as well as to finalize relevant portion of the Agreement document subsequent to the award. Coordinate with all stakeholders including legal counsel, end user, etc.
• Draft award recommendation report for management approval
• Finalize preparation of Contract documents for the successful Bidder after review by all stakeholders
• Ensure up to date Databank for historical information.
• Evaluate Variation requests / Claims for and prepare appropriate recommendations to Management for approval in alignment with End User/Legal Counsel/Contract Administrator
• Coordinate with the End User/Contract Administrator for performance evaluation of the Contractor for developing the data base information on Contractors.

QUALIFICATIONS / REQUIREMENTS

• Full knowledge of contract development and administration functions, and related policies and procedures
• Thorough understanding of various contract forms and legal terms
• Good knowledge of regulatory rules and regulations in relation to best practices and laws
• Bachelor’s degree in Business, or Science or Engineering
• A minimum of 3 years’ experience within Contracts development function
• Experience in the Oil & Gas Industry preferred
• Excellent communication skills, verbal and writing.
• Fluency in English
• Usage of various office work related software
