The Mid-Long Term Maintenance & Lifecycle Planning Manager is responsible for developing, maintaining and optimizing integrated mid- and long-term maintenance, renewal and lifecycle plans across railway infrastructure assets, including track and permanent way, signalling, telecommunications and civil assets, covering a planning horizon of approximately 2 to 30 years.
The role translates asset condition, performance, degradation, residual life, obsolescence, operational demand and risk information into evidence-based maintenance and renewal programmes. It ensures interventions are planned at the optimum point in the asset lifecycle, balancing safety, reliability, availability, operational requirements, deliverability and whole-life cost.
The position develops investment scenarios and lifecycle forecasts to support budgeting, capital planning and strategic decision-making while coordinating renewal pipelines and access requirements to ensure long-term asset needs can be delivered effectively.
Roles and Responsibility
- Develop and maintain integrated maintenance, renewal and replacement plans covering a 2–30-year horizon across track, signalling, telecommunications and civil infrastructure assets.
- Translate Asset Management Strategies and Plans into prioritized medium- and long-term intervention, maintenance and renewal programmes.
- Establish consistent lifecycle-planning methodologies, assumptions and criteria across asset classes and consolidate requirements into an integrated infrastructure roadmap.
- Ensure plans reflect asset condition, performance, criticality, safety risk, operational requirements, capacity needs and lifecycle considerations, updating them as conditions and priorities evolve.
- Develop and maintain asset lifecycle, deterioration and degradation models to support long-term maintenance and renewal forecasting.
- Analyze historical condition, failure, utilization and maintenance data to forecast residual asset life, deterioration and optimum intervention points.
- Forecast future maintenance, refurbishment, renewal and replacement requirements based on asset condition, degradation, performance and risk.
- Assess alternative maintenance and intervention strategies and their impact on asset life, reliability, operational performance, risk and cost.
- Determine the optimum balance and timing between routine maintenance, major intervention, refurbishment, life extension and asset renewal.
- Identify assets where continued maintenance is no longer technically or economically sustainable and recommend appropriate renewal or replacement strategies.
- Develop investment scenarios, expenditure forecasts and whole-life cost analyses to support medium- and long-term budgeting, capital planning and business planning.
- Model alternative investment and funding scenarios, assessing their impact on asset performance, risk, future liabilities and expenditure profiles.
- Support preparation of business cases and investment submissions and provide evidence-based recommendations for prioritization of capital and major maintenance expenditure.
- Work with Finance to align lifecycle and asset investment requirements with annual, medium-term and long-term financial planning and budgeting cycles.
- Develop and maintain an integrated renewal pipeline across track, signalling, telecommunications and civil assets, prioritized by condition, criticality, performance, risk, residual life and operational impact.
- Coordinate renewal requirements across asset classes to identify dependencies, interfaces, programme conflicts and opportunities for efficient combined delivery.
- Provide sufficient forward visibility of renewal requirements to support design, procurement, resource, funding and delivery planning.
- Coordinate long-term possession and access requirements with Operations, Maintenance and Projects, ensuring maintenance and renewal programmes are operationally deliverable.
- Optimize possession and access strategies by combining works where appropriate and balancing engineering requirements with operational availability and network capacity.
- Integrate asset condition, inspection findings, obsolescence, OEM supportability, spare-parts availability, technology lifecycle and future capacity requirements into long-term plans.
- Identify emerging lifecycle risks associated with ageing assets, deterioration, obsolescence, operational changes and capacity constraints and recommend appropriate mitigation.
- Track delivery of maintenance, renewal and investment programmes against approved plans, targets, milestones and forecasts.
- Update lifecycle plans, intervention dates and investment forecasts as asset condition, performance, cost, risk or operational assumptions change, recommending re-prioritisation where required.
- Define asset-data requirements and use asset registers, condition information, failure history and maintenance records to support reliable, traceable and data-driven lifecycle decisions, dashboards and reporting.
- Collaborate with the Head of Asset Management, Asset-Class Engineers, Maintenance, Operations, Projects, Finance, Procurement and HSEQ to ensure lifecycle plans are technically justified, financially sustainable and operationally deliverable, while communicating future asset risks, investment requirements and delivery constraints to senior management.
Desirable qualifications, skills and experience
Academic Qualifications:
- Bachelor’s degree in Engineering, Asset Management or another relevant technical discipline.
- Professional engineering membership, Chartered Engineer status or equivalent professional accreditation is preferred.
- Recognized qualification or certification in asset management, reliability or lifecycle management would be advantageous.
Experience:
- 8+ years of experience in related field.
- Significant experience in asset management, maintenance planning, lifecycle planning or infrastructure engineering within railway, metro, heavy rail or another complex asset-intensive environment.
- Demonstrated experience developing medium- and long-term maintenance and renewal plans for infrastructure assets.
- Experience planning across multiple asset classes, preferably including track, signalling, telecommunications and civil infrastructure.
- Strong experience in lifecycle modelling, asset degradation, residual-life forecasting and intervention planning.
- Experience in whole-life cost analysis and maintenance-versus-renewal optimization.
- Demonstrated experience developing multi-year capital and major maintenance investment forecasts.
- Experience in risk-based investment prioritization and scenario planning.
- Knowledge of asset condition monitoring, asset criticality and performance management.
- Experience incorporating asset obsolescence into lifecycle and renewal planning.
- Experience coordinating renewal programmes with operational access and possession requirements.
- Experience working with Finance, Operations, Maintenance, Engineering and Projects to develop integrated infrastructure plans.
- Experience with ISO 55000-aligned asset management environments would be advantageous.
- Railway freight, heavy-haul or high-utilisation infrastructure experience would be advantageous.
