Job summary

Talents Tide in Dubai, United Arab Emirates, seeks an experienced Risk Management leader to design and implement enterprise risk frameworks and policies that align with international standards.

You will drive risk identification, assessment, and mitigation across strategic, operational, and financial domains, lead cross-functional teams, and report to senior management on risk posture and resilience improvements.

Qualifications

  • Bachelor's degree in Risk Management, Finance, Business Administration, Disaster and Crisis Management, or equivalent from an accredited university.
  • 7+ years of relevant work experience.
  • Ability to prepare consistent recommendations for policies, legislation, and laws.
  • Experience in managing high-impact programs and coordinating with multiple stakeholders.
  • Experience in leading multidisciplinary teams and coordinating strategic initiatives.

Responsibilities

  • Lead the development and updating of the enterprise risk management framework.
  • Oversee risk register preparation and periodic review with organizational units.
  • Direct risk assessment processes and propose response plans.
  • Build a risk-aware culture through workshops and training.
  • Advise units on identifying and mitigating risks in operations and projects.
  • Coordinate with Internal Audit to monitor risks and controls.
  • Manage crises and develop continuity plans.
  • Oversee tech tools and reports measuring risk levels for senior management.
  • Analyze KRIs and recommend improvements to reduce risk exposure.
  • Study legal matters related to risks, including insurance and contracts.
  • Prepare performance reports and improvement plans for senior management.
  • Follow up on risk mitigation and align with strategic/operational plans.
  • Represent the office in meetings and provide recommendations to senior management.
  • Contribute to institutional initiatives on resilience and change.
  • Apply information security, data confidentiality, and report breaches.

Job Purpose

Develop, design, and implement risk management plans, responses, and mitigation strategies. Develop and implement a framework and methodology for managing all types of risks, including policies, procedures, processes, and general principles, and ensure their integration into the strategic planning process.

Key Responsibilities
Functional Responsibilities
  • Lead the development and updating of the enterprise risk management framework, including policies, principles, procedures, and tools, ensuring alignment with best international standards and practices.
  • Oversee the preparation of the authority's risk register, classifying risks into types (strategic, operational, financial, reputational), and review and update it periodically in collaboration with organizational units.
  • Direct risk assessment processes, analyzing potential impact and likelihood, prioritizing treatment, and proposing effective response and contingency plans.
  • Build a risk-aware organizational culture by organizing awareness workshops and training employees on risk management and response principles.
  • Provide advice and technical support to organizational units on how to identify and mitigate risks related to their operations, projects, and programs.
  • Coordinate with the Internal Audit Department to monitor emerging risks and evaluate the effectiveness of approved corrective controls.
  • Manage crises and handle unexpected events that may impact business continuity, and develop continuity plans.
  • Oversee the implementation of technological tools and digital reports to measure and monitor risk levels, providing periodic summaries to senior management.
  • Analyze Key Risk Indicators (KRIs) and submit recommendations for improving performance and reducing risk exposure levels.
  • Study legal matters related to risks, particularly concerning insurance, contracts, and the authority's regulatory responsibilities.
  • Prepare and submit performance evaluation reports, achievements, and improvement plans to senior management in line with the Strategy Sector's methodologies.
  • Oversee the follow-up of risk mitigation plans and their integration with the authority's strategic and operational plans.
  • Represent the office in relevant internal and external meetings, providing specialized recommendations to support senior management decisions.
  • Contribute to institutional initiatives such as innovation, organizational excellence, and future foresight related to improving the authority's resilience and adaptability to change.
  • Commit to applying information security policies and procedures, maintain data confidentiality, and report any violations or breaches of approved policies to the Information Security Officer.
  • Commit to the occupational safety and health procedures, policies, and instructions, and the environmental management system policy applied in the authority.
  • Perform other job-related tasks and responsibilities as assigned.
Operational Responsibilities
  • Provide data and reports to the relevant Sector Manager periodically and upon request, highlighting areas for improvement to support decision-making and achieve operational excellence.
  • Submit periodic reports on performance results, identify performance gaps and their implications, and provide recommendations on corrective actions to mitigate risks, thereby reducing operational downtime and ensuring goals and objectives are met within set timelines.
  • Provide input to the Finance Department as appropriate and according to the approved governance process for budget preparation.
  • Monitor budget implementation and allocation to ensure alignment with the approved budget, reporting actual and potential budget variances and recommending corrective actions.
People Management
  • Prepare unified strategies and budgets for workforce planning, talent acquisition, and training and development for the relevant department to ensure adequate staffing processes for optimal operational smoothness.
  • Set office objectives and review performance at mid-year and year-end. Monitor performance and provide specialized advice when necessary to ensure performance targets are met.
  • Provide guidance to office staff on operational and personnel management matters.
Stakeholder Management
  • Key Internal Stakeholders: All organizational units within the authority.
  • Key External Stakeholders: Relevant semi-government and private entities, relevant local and federal entities.
Required Qualifications
Academic Qualifications

Professional Experience and Skills
  • 7 years or more of relevant work experience.
  • Ability to prepare consistent recommendations and inputs for policies, legislation, and laws to enable the sector.
  • Experience in managing high-impact programs and coordinating and engaging with multiple internal and external stakeholders.
  • Experience in managing and leading multidisciplinary teams and coordinating a wide range of strategic initiatives and activities aimed at activating and developing the sector.
  • Application of knowledge related to the sector and emerging trends to develop enabling strategies and policies.
