Job summary

ADNOC Group seeks an senior leader to drive the specification, development, and rollout of best-in-class project management systems across the Group. You will manage guidelines, documentation, and administration while ensuring compliance and alignment with ADNOC standards.

You will lead workforce competence assessments, establish deployment guidelines, and oversee the Project Management & Project Services competency and career development program to support capital delivery success.

Qualifications

• Bachelor’s Degree in Computer Engineering or relevant disciplines.
• 15 years of experience with project management systems development and management.

Responsibilities

• Oversee group’s overall Project Management processes, systems and tools and monitor alignment with targets.
• Define detailed group-specific Project Management Systems Standards, Procedures, methodologies and tools and ensure dissemination and compliance.
• Provide technical expertise on Project Management processes, systems and tools and administration as required.
• Lead development of competency and career development program for Project Management & Project Services.

Job description

JOB PURPOSE:

Lead the specification, identification, development, selection and implementation rollout to Group companies and maintenance of best in class processes, systems and tools including but not limited to PM portfolio and project based software, PS cost and scheduling software to deliver successful and efficient project management & control systems across the ADNOC Group Companies.

Manage the standard implementation and roll out of project management system guidelines, documentation and administration.

Lead the identification and selection of best practice project management and project services systems,

Lead the assurance of competence and assessments of project management system and administration personnel throughout ADNOC and advising on areas for development.

Ensure that ADNOC Project Management processes, systems and tools are being administered and maintained throughout the Group Companies.

Establish and lead the ADNOC Group wide project management systems knowledge community.

Key Accountabilities

Project Management Systems

• Lead the specification, identification, development, selection and implementation rollout to Group companies and maintenance of best in class processes, systems and tools including but not limited to PM portfolio and project based software, PS cost and scheduling software to deliver successful and efficient project management & control systems across the ADNOC Group Companies.
• Oversee group’s overall Project Management processes, systems and tools; monitor alignment with defined targets and identify deviations and risks to be reported to the Head of Function.
• Act as the custodian, and define detailed group-specific Project Management Systems Standards, Procedures, methodologies and tools in line with ADNOC guidelines and ensure their dissemination in the organization and compliance.
• Provide technical expertise on Project Management processes, systems and tools and Administration whenever required.
• Lead development of Project Management & Project Services competency and career development program; in addition to establishing clear deployment guidelines with the objective of ensuring having the right capability for the success of the capital delivery program.

Project Control

• Support the Project Manager in controlling the individual project, applying company’s methodologies, processes and templates.
• Maintain the project management and control systems for the project in terms of administration.
• Support timely identification of potential issues and mitigation actions.
• Drive timely MoC for changes that may affect the asset and the project and manage MoC process.
• Educate the PMT / IPMT on project management & project services systems methodologies, processes, templates, etc.

Management

• Plan and supervise the activities of the personnel and resources of the Department to achieve the Division objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Department in line with Division objectives.
• Develop the knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDP’s), Succession Planning and Talent pipeline within the Department in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

Budgets and Operational Plans

• Compile and provide input for preparation of the Division budgets and regularly monitor expenditure against approved the Department budget levels.
• Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures

• Lead the implementation of approved Department policies, processes, systems, standards, procedures and internal controls in order to support execution of the Division work programs in line with Company and International standards.

Performance Management

• Implement the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines and continuously monitor the achievement of the Department KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.

Organisation Structure and Development

• Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Innovation and Continuous Improvement

• Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
• Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.

Health, Safety, Environment (HSE) and Sustainability

• Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
• Ensure adequate HSE training and induction for all Department employees to meet HSE standards.

Management Information Systems (MIS) and Reports

• Prepare all Department MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

COMMUNICATIONS & WORKING RELATIONSHIPS:

• Heads of Functions, Project Services
• Other Head of Disciplines within the Project Services
• Projects Planning teams and Project Management in Group Companies
• Other ADNOC functions in Upstream, Downstream, TEO, IT, etc.

• Senior Management of PMC and third party service providers

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

• Bachelor’s Degree in Computer Engineering or relevant disciplines.

Minimum Experience & Knowledge & Skills

• 15 years of experience with project management systems development and management.
