Job summary

Abu Dhabi National Oil Company seeks a senior operations leader to plan and direct LPG/CNG activities, ensuring safe, efficient production, storage and dispatch. Qualifications

• 12 years of experience in operations and supply chain in downstream Oil & Gas, including 5 years in a managerial role.

Responsibilities

• Plan, direct and manage LPG/CNG operations, production, storage and dispatch in line with HSSEQ standards.
• Coordinate maintenance, shutdowns and expansions; ensure safe handling and optimal asset utilization.
• Oversee inventory control, distribution planning and third‑party transportation.
• Lead new projects, modifications and expansions with cross‑functional teams; ensure timely commissioning.

Job description

JOB PURPOSE:

To plan, direct and manage the supply, production, storage, and dispatch activities of the LPG Plants, CNGoperations and ensure adequate level of storage and production in a cost-effective way that meets ADNOCDistribution HSSEQ Standards and client satisfaction. Also monitor third party transportation activities and plansthe maintenance and shutdown of the LPG & CNG sites and review plant modifications, expansion projects andother related proposals and coordinates during execution. Ensure effective utilization of company resources(manpower & equipment), inventory control, quality control and safe handling of equipment and products.

KEY ACCOUNTABILITIES:

Management of Operations:

(LPG, Propane & Butane Operations):

Production and Material Planning:

• Overseeing development of annual, quarterly, and monthly production plan based on the sales forecast.Ensure that production targets as per the sales requirement and implements processes and proceduresconsistent with ISO requirements to enhance production and achieve the required targets within giventimeframes.
• Guiding team leaders in identifying, selecting, and arranging LPG supply demands as per marketrequirement. Oversee liaising with concerned Departments to ensure the availability of plant andequipment and spare parts. Advises the criticality in terms of specifications, lead time, cylinder stockand LPG bulk inventory.

Production Management:

• Reviewing and controlling all the activities of both the LPG Plants in terms of production, staffingrequirements, overtime and all related aspects of production are conducted in a safe, reliable and environmentally responsible manner within ADNOC Distribution’s policies, procedures, financialcontrols, and governmental regulations.
• Overseeing to ensure the agreed production targets of LPG cylinder refilling and LPG bulk loading aremet and monitor third party transportation activities to ensure the gas orders are delivered on time tothe right customers and to ensure Bulk Propane and Butane collection from refineries and delivery ofthe same to the customers / end users as per the agreed schedule.
• Reviewing production statements in coordination with Gas Technical team on a regular basis to ensureproper communication of production status to relevant stakeholder.
• Ensuring compliance with all LPG Plant facility operating policies and procedures with the continuousreviewing and amending the same as required. Ensures that all equipment operating manuals andstanding orders, Standard Operating Procedures are up to date and available for operation personnel.
• Coordinating with all the concerned parties within Production Plants Division all matters related to thegas cylinders and bulk activities to meet the set targets in accordance with company’s procedures andService Level Agreement, considering the planned shutdowns.

CNG Operations:

• Management of planning, co-ordination and supervision of the operational activities and assignedpersonnel and Performing management functions established by Senior Management.
• Management of Gas Purchase Agreements (GPA) with the main gas suppliers including joint meterreadings, GRN’s and calibration of custody transfer equipment.
• Management of overseeing and lead liaising with Gas suppliers to ensure availability of products as perrequirements and ensuring quality of product as per ADNOC distribution’s guidelines.
• Management of reviewing daily CNG operations to ensure that product storage, receipts, and deliveriesby pipeline, are accomplished efficiently, product stock loss/gain is maintained within the agreed limits,and daily inventory analysis and reporting for CNG stocks, consumables, spares for plant & equipmentetc are carried out on timely basis.
• Management of developing, leading, managing, maintaining, and implementing CNG OperationsStandards, procedures and specifications of all operational activities ensuring that latest approvedtechnologies in line with best industry practices are applied and compliance with international standardsand established Company procedures, guidelines, and regulations.
• Management of ensuring all safety precautions and following of PTW procedures prior tocommencement of the work and rigidly adhering of all work instructions during all stages of the work atCNG Stations.
• Remaining fully conversant with all international developments in the field of Natural Gas, CNGtechnology and CNG Trailers Operations. Overall responsible towards Investigation, identifying,evaluating, benchmarking, and implementing best practice in CNG business.

Management of Maintenance:

• Maintenance and shutdown of Abu Dhabi & Al Ain LPG plants & ensuring that approved maintenanceprocedures are followed by the concerned department in maintaining plant & equipment to ensure theiroperational reliability, availability and optimizing facility utilization for the business requirements ofADNOC Distribution.
• Overseeing and monitoring implementation of predictive and preventive maintenance activities andrepairs programs carried out by Maintenance Department to ensure reliability, availability and theintegrity and safe operation of the plants.
• Periodically reviewing to ensure that work permits are issued only by the authorized employees only after carrying out Risk Analysis and all safety requirements are met. Ensure that all these works are adequately /effectively supervised by the concerned plant authorized employees.

CNG Stations (Mother, Daughter & On-line):

• Approving maintenance and shutdown of the CNG stations ensure that approved maintenanceprocedures are followed by the concerned department in maintaining plant & equipment to ensure theiroperational reliability, availability and optimizing facility utilization for the business requirements ofADNOC Distribution.
• Reviewing all operation and maintenance projects to ensure planning, organization and supervisionverify the completeness and ensure that facilities delivered are safe, reliable in view of different natures,diversity of the each system, equipment & facilities and the complexity of the technology involved.

Management of new projects and expansion:

• Up-gradation & development of Company’s infrastructure and existing LPG and CNG facilities
• Identifying & communicating the needs to Head Office for modifications and/or improvements to theCNG Operations facilities and review modifications, expansion projects, project costing etc.
• Reviewing plants’ modifications, expansion projects and other related proposals and coordinating withvarious departments, statutory bodies etc during the execution.
• Ensuring proper commissioning of new equipment and re-commissioning of overhauled / repairedequipment in time to minimise downtime of equipment.
• Coordinating and following up with EPD on the progress of any new projects concerning LPG and CNGOperations and ensuring that all the necessary support is provided at location for their timelycompletion.
• Participating in projects reviews like HAZOP, HSEIA, HAZID and Risk Assessment etc as and whenrequired.

Management of inventory (LPG):

• Reviewing daily operations of the LPG plants to ensure that product storage, receipts and deliveries bypipeline and tank-trucks are accomplished efficiently & approved in Stock Accounting System.
• Overseeing and monitoring that the product stock loss/gain is maintained within the agreed limits, dailyinventory analysis and reporting for LPG (Bulk & Cylinders) stocks, consumables, spares for plant &equipment etc are carried out effectively by the concerned employees of plants.

Management of distribution (LPG):

• Ensuring preparation of Dispatch program and its execution by Team Leader, LPG Distribution in Al Ainand Abu Dhabi. Monitor and ensure that there is proper coordination with Sales Departments on urgentdeliveries not covered in Dispatch program.
• Ensuring follows up of sales orders and product delivery requirements from for the Service Stations,distributors, and bulk customers.

Management of distribution (CNG operations):

• Overseeing overall process of distribution planning and management to ensure prompt delivery ofproducts to service stations and bulk customers as per requirements in coordination with Sales, Regionsdivisions including preparation of daily distribution program, timely delivery and adherence to deliveryschedule, clearance of any pending/ urgent deliveries etc.
• Deputing Team Leader or Senior Engineer as Authorizing Engineer for the CNG stations and CNGTrailers operations and maintenance related activities and participates in the development of nonroutinelive gas operations procedures and provide support during emergency response situations.
• Participating in Emergency and Incident as a key team member for effective accident investigation andassigning responsible employee/s for follow-ups for action and timely closeout of recommendation/s.
• Attending and participating Project and Engineering related meetings as required.

Responsibilities towards HSE and emergency response:

• Supporting an institution of HSE culture and ensure compliance with relevant HSE policies, procedures,systems & controls and applicable legislation and sustainability guidelines across the Section in linewith international standards, best practices and ADNOC Code of Practices.
• All inter Company / outside correspondence. Coordinating with the concerned departments forimplementing and reviewing plants’ HSE functions including procedures, quality and work instructions,periodical plants auditing with regard to quality, safety and work productivity.
• Implementing all operations trainings and recommend employees for job related HSE trainings toensure that the personnel have been provided with adequate safety & fire-fighting training /exposureand effectively execute a designated role of the Crisis Management Team member in case ofemergencies such as fire mishap / emergencies etc.
• Ensuring all safety equipment /facilities /systems (e.g. Gas Detection system, Fire Alarm System, FoamSystem, Firewater System etc) are functioning at all times and defects / abnormality are attendedimmediately by Maintenance Team / Service Contractors immediately.
• Reviewing and taking action on near miss situations, accidents & other unsafe incidents as per theprevailing procedures.

Management of Contracts:

• Monitoring quality and progress of work performed by various contractors to ensure that work iscompleted as per company policies for technical, safety, quality and environment.
• Identifying bottlenecks and recommending corrective action to ensure smooth and timely completion ofthe project at optimum cost
• Evaluating potential contractors and suppliers and their services for the various LPG & CNG servicesas required.

Other responsibilities:

• Support in the preparation and review of CAPEX and OPEX for the Department. Studies and budgetsfor new and modified machines and equipment as part of the five years plan.
• Ensure that the tasks, such as manpower reviews, department logistics, following up on theperformance of contractors, participating in Task Forces aimed at improving ADNOC Distributionbusiness process, prepares a variety of statistical, activity and development reports are performed bythe concerned employees well in time.
• Planning and supervising initiatives to achieve assigned Balanced Score Cards targets. Directspreparation of the Operations / Maintenance Capital and Operating Budget and controls the expenditureto be within the approved budget provision.
• As a SVP-O Leadership Team Member, responsible for participating in tasks, workshops, specialassignments and regular leadership meetings to ensure that ADNOC Distribution business process /targets / goals are achieved.
• Ensure that liaison by concerned employees of LPG plants with external agencies e.g. HO, otherdivisions / departments / locations, Contractors etc in respect of various day-to-day works / operations/ maintenance etc are managed effectively.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

• Bachelor’s Degree Engineering (Mechanical, Chemical etc.) or equivalent engineering discipline.
• 12 years of experience in field of operations and supply chain related to downstream sector of Oil &Gas, including 5 years at managerial level.
