Job summary

Penspen Ltd is seeking an experienced Commissioning & Start-up Manager for an offshore PMC project in Abu Dhabi, UAE. The role leads the commissioning strategy, sequencing, and execution across process and utility systems.

You will manage system completion, punch listing, and readiness reviews, ensuring HSE compliance and effective collaboration with EPC contractors in a multicultural environment. The ideal candidate will bring 20+ years in offshore commissioning and a proven track record in

Qualifications

• Bachelor’s degree in engineering (Mechanical, Chemical, Electrical, or related discipline).
• 20–25+ years offshore commissioning experience in oil and gas, with leadership roles.
• Minimum 5+ years offshore experience.
• Proven track record in commissioning large-scale process and non-process facilities (upstream, downstream, LNG, petrochemical).
• Strong knowledge of commissioning processes, systems completion, and start-up methodologies.
• Experience working with EPC contractors in multicultural, multi-location environments.
• Offshore certifications (BOSIET/FOET, HUET, H2S) are often required.
• PM C experience preferred; ADNOC project exposure is a plus.

• Review and implement the overall commissioning strategy, execution plan, and procedures developed by CONTRACTOR.
• Define systemization, turnover philosophy, and commissioning sequencing aligned with project milestones.
• Ensure early integration of commissioning requirements into engineering, procurement, and construction phases.
• Promote a strong safety culture and ensure compliance with all HSE requirements.
• Oversee pre-commissioning activities including mechanical completion, flushing, cleaning, and testing.
• Lead commissioning execution for process and utility systems, ensuring adherence to procedures and schedules.
• Manage system completion, punch listing, and certification processes.
• Lead commissioning readiness reviews and audits.
• Excellent planning, organizational, and problem-solving skills
• Familiarity with digital commissioning and completion management systems is an advantage

Qualification & Experience

• Bachelor’s degree in engineering (Mechanical, Chemical, Electrical, or related discipline).
• Minimum 20 to 25+ years of experience in offshore commissioning in oil and gas projects, with significant exposure to commissioning leadership roles.
• Minimum 5+ years of offshore experience is mandatory.
• Proventrack recordin commissioning large-scale process and non-process facilities (e.g., upstream, downstream, LNG, or petrochemical projects).
• Strong knowledge of commissioning processes, systems completion, and start-up methodologies.
• Experience working with EPC contractors and in multicultural, multi-location project environments.
• Offshore certifications (e.g., BOSIET/FOET, HUET, H2S) are often required
• PMC experience will be preferred
• Previous experience in the ADNOC projects in the similar role would be an added advantage
