Job summary

Borouge PTE in Singapore seeks a Talent Management and Learning & Development professional to lead learning, development, and internship programs across functions. Reporting to Senior Manager, Talent Management, you will design, implement and monitor training and competency initiatives aligned with business needs and ISO standards.

The role requires partnering with leadership and regional stakeholders to review policies, analyze training impact, and drive succession planning.

Responsibilities

• Identify individual and organisational development needs and translate into learning interventions.
• Review Training Needs Analysis to establish organisation development solutions.
• Manage implementation of training plans, budgets, roadmaps for continuous improvement.
• Audit training procedures to comply with ISO requirements.
• Enhance Learning Management System to support learning organisation.
• Consolidate and enhance competency framework for employee assessment and development.
• Implement competency assurance to support career progression.
• Advise employees during competency assessment for fair evaluation.
• Develop competency roadmaps aligned with changing needs.
• Maintain competency profiles to support development interventions.
• Contribute to in-house academy development.
• Assist in assessing organisational effectiveness via regular leadership interactions.
• Identify feedback to improve team dynamics and productivity.
• Support Borouge’s presence at career fairs and industry events.
• Drive collaboration with universities for overseas and local internship programs.
• Support leadership development by evaluating gaps and offering programs.
• Assist in building leadership mentor pools to strengthen pipeline.
• Support talent reviews and succession planning to identify high potentials and coach growth.

Job description

Reporting to the Senior Manager, Talent Management, you are responsible to manage the areas of learning & development, competency development, internship within functions of Borouge PTE. He/she will require to support in Talent management and succession planning as and when, as applicable.Involvement in designing, developing, implementing and monitoring of products and service; review policies and procedures, perform data analysis and audits on training effectiveness according to business requirements and internal SOPs.Displays maturity and excellent interpersonal skill with desire to work closely with leadership team and regional stakeholders to implement strategies and plan.This position is based in Singapore.

Key Accountabilities:

Learning & Development

• Identifying individual and organisational level development needs, and ability to translate needs to learning interventions
• Review company/regional Training Needs Analysis (include data collection, analysis, recommendations) with a view towards establishing organisation development solutions
• Manage implementation of existing training plans, training budgets, training roadmaps and training programs for continuous improvement to meet changing business needs
• Manage implementation of administrative procedures such as audit findings to comply with ISO requirements
• Implement enhancement on Learning Management System (LMS) to support build-up of Learning Organsiation

Competency System Management

• Consolidate and enhance competency framework to build competency based system for employee assessment and development
• Implement competency assurance process to support employee career progression
• Provide advice to employees during competency assessment to ensure process compliance and objective assessment
• Implement competency roadmaps to align with organisation changing needs
• Review and maintain competency profiles to support employee development interventions
• Contribute to the establishment of in-house academy, as applicable.

Organisation Development and Employment Branding

• Assist manager in assessing organisational effectiveness via regular interactions with the business.
• Have the ability to identify and provide constructive feedback with aim to improve team synergies, organisation culture and productivity
• Ensure Borouge’s presence and participation in career fairs, career talks, relevant industry networking events, forums and learning institution sponsorships
• Drive collaboration with universities in overseas and local internship program

Leadership Development

• Support in evaluating existing proficiencies and capabilities within leaders to identify gaps to improve and continually offer adequate leadership development programs to enhance company-wide leadership depth and bench-strength
• Support in implementing in-house leadership mentor pool to achieve leadership pipeline

Talent Management & Succession Planning

• Support senior in Planning and organising People Day processes for talent review and succession planning to identify high potentials at function and organisation levels
• Support senior in coaching identified high potentials on how to optimize their growth and development through career development programs and learning recommendations
