China State Construction Middle East (CSCEC ME) is recruiting HR Officer to join at the company Head Office in Dubai.

Duties and Responsibilities
  • Develop and execute manpower planning and forecasting strategies to ensure alignment with project timelines and workforce needs.
  • Lead the recruitment and selection process, ensuring that both headquarters and site operations are staffed with skilled and qualified personnel timely.
  • Establish robust communication channels between the headquarters and various project sites to streamline recruitment processes and workforce management.
  • Design targeted talent acquisition strategies to attract top-tier talent within the construction sector across the UAE.
  • Oversee the recruitment lifecycle from job posting and interviewing to hiring and onboarding, ensuring efficiency and compliance with UAE labor regulations.
  • Build and maintain a proactive pipeline of potential candidates through various sourcing techniques, focusing on both immediate needs and long-term strategic growth.
  • Analyze recruitment metrics and provide actionable insights to improve staffing strategies and outcomes.
  • Maintain up-to-date knowledge of UAE labor laws and ensure all recruitment practices are compliant.
  • Collect employment and other personal documents for visa application process.
  • Coordinate with PR Dept & Typing Centers for processing of Entry Permit, Labor Contract, Visa and Emirates ID, etc..
