Job summary

WorleyParsons Arabia Limited Co in Abu Dhabi is seeking an experienced HSE Lead to ensure HSSEQ goals are met across the Owner's project activities in the Oil & Gas or Petrochemical sector. You will lead a team of HSE professionals, develop and implement HSE plans, and drive safety culture on EPC/FEED phases.

The role requires a Bachelor's in engineering, NEBOSH or equivalent, and 4–5+ years in PMC and offshore projects, with strong English communication and leadership skills.

Qualifications

  • Bachelor’s degree in a relevant engineering discipline or equivalent from an accredited university.
  • Minimum 4 years of experience in the Oil & Gas or Petrochemical industry.
  • Minimum 5 years of experience in a similar position on international Oil & Gas or Petrochemical projects.
  • At least 5 years of experience in PMC roles and offshore projects.
  • Must have experience in EPC; ADNOC experience is preferable.
  • Professional technical qualifications (NEBOSH GCR, ISO 14001, OHSAS 18001 or equivalent). Lead auditor certifications are an advantage.
  • Strong communication skills in English (spoken, read, written).
  • Leadership and interpersonal skills; ability to work effectively with diverse teams.
  • Competency with PTW systems, gas testing, H2S, breathing apparatus and emergency response procedures.

  • Monitor and track overall project HSSEQ performance; communicate trends and achievements.
  • Champion the project safety culture, behaviours and engagement activities.
  • Lead a team of HSE professionals (Lead HSE Engineers, Senior HSE Officers, HSE Officers).
  • Maintain knowledge of the HSE Management System, legislative requirements, risk assessments and audit processes.
  • Develop and implement annual HSE plans, PTW systems, gas testing, H2S and breathing‑apparatus procedures.
  • Analyse incidents and apply root‑cause analysis techniques.
  • Develop emergency response procedures and plans; manage medical evacuation arrangements and conduct regular drills.
  • Identify, evaluate and resolve HSE issues during the EPC phase.
  • Co‑ordinate comprehensive HSE input and review during EPC phase; ensure design HSE processes meet legal, regulatory and Owner standards.
  • Ensure the execution of project‑specific construction HSE plans based on Owner expectations.
  • Guarantee that all invitations to tender include HSE standards for potential subcontractors.
  • Lead emergency response planning, on‑site inspections, safety committee meetings, toolbox talks, HSE training, incident investigations and QA/QC audits.
  • Monitor timely implementation of corrective actions from HSSEQ assessments.
  • Track and transfer HSSEQ activity status, include permits and conditions in the execution plan.
  • Monitor changes in scope or design that may impact HSSEQ issues and environmental impact assessments.
  • Develop and implement project HSSE plans, procedures, training programmes and behavioural safety programmes.
  • Provide HSE training for Owner and Contractor teams as required.
  • Lead root‑cause investigations and communicate lessons learned.
  • Chair weekly HSSEQ meetings with contractors.
  • Generate and compile HSSE performance statistics for the Owner.
  • Support Owner development of HSE programmes as required.
