Job description
JOB PURPOSE:

The HSE Manager is responsible to oversee all aspects of Health, Safety, and Environment across TESG projects in the UAE and other international locations, including our Abu Dhabi main office and Kuwait office.


The HSE Manager is responsible and accountable for implementing the Company HSE Management System and related programmes and ensuring that all company safety, environment systems and project HSE plans are followed.


Represent the company as the HSE Management Representative (HSEMR).


DIMENSIONS:

External Interface:


  • Clients and Project Stakeholders (for HSE compliance and reporting)

  • Regulatory Authorities and Government Bodies (e.g., ADNOC, OSHAD, Kuwait EPA)

  • Third-party HSE Consultants and Auditors

  • Certification Bodies (ISO auditors, lead assessors)

  • Subcontractors and Suppliers

  • Insurance providers (for incident reporting and risk assessments)


Internal Interface:


  • TESG leadership

ROLES & RESPONSIBILITIES:


  • Develop, implement, and monitor Corporate HSE policies, procedures, and programs to ensure compliance with project requirements, local regulations, international standards, and corporate requirements.

  • Provide leadership in promoting a culture of continuous improvement and safety awareness across all projects and office environments.

  • Lead, organize and manage HSE teams on corporate and project levels.

  • Lead functions such as conducting risk assessments, HSE audits, and incident investigations; recommend and implement corrective actions.

  • Evaluate the performance of HSE personnel by setting and implementing properly defined HSE performance indicators (KPl's) that are linked to Corporate objectives.

  • Review and ensure proper implementation and compliance with Client approved Project Specific HSE Plan, Method Statements (MS), Safe Operating Procedures (SOP), HSE instructions, Job Safety Analysis (JSA), Work Permit System (PTW).

  • Ensure Risk Assessments are developed using appropriate techniques.

  • Lead during accidents/incidents/near miss investigation and review reports on root cause analysis, corrective and preventive actions.

  • Review and ensure implementation of emergency/evacuation response plans, spill prevention and response plans, fire, first aid and evacuation drills in all project sites.

  • Coordinate with project teams, subcontractors, and stakeholders to align HSE practices with project goals.

  • Provide training and awareness sessions on HSE topics to enhance employee understanding and compliance.

  • Maintain certifications and compliance with ISO standards (e.g., ISO 9001, 14001, 45001).

  • Attend all periodical site meetings with Clients and Top Management and provide presentations outlining current HSE performance including review of statistics, status on safety audits, inspections and findings, corrective and preventive actions and all other HSE related issues.

  • Lead Environmental Impact assessment (EIA) for construction projects and HO, and develop fatality prevention program.

  • Support pre-qualification, tender, and client audits related to HSE functions.

  • Empower all employees and sub-contractors to stop unsafe acts to reduce incidents and personal injury, without fear of reprisal.

  • Develop uniform interpretation for commonly used safety standards.

  • Prepare and submit HSE reports to management, clients, and regulatory authorities.

  • Responsible for implementing ISO and OSHAD requirements including management of conducting internal audits, external audits, safety committee meetings, management review meetings etc.

  • Liaise with consultants and clients of the projects executed by Toshiba for smooth, effective and safe implementation of the HSE requirements as defined by various legal authorities and clients regulations.

QUALIFICATIONS & EXPERIENCE:

Educational Qualification:


  • Bachelor’s or a Master’s degree in Safety Management, Engineering or a relevant field.


Experience:


  • A minimum of 15+ years of relevant experience in the field of Health and Safety, from the energy & power industry in the GCC / UAE.

  • Proven experience managing HSE across multiple locations/projects, including international sites.

  • Strong knowledge of UAE and international HSE regulations.


Certifications:


  • Professional certifications in HSE e.g., NEBOSH, IOSH, ISO Lead Auditor course, required.


SKILLS & KNOWLEDGE:


  • Experienced in writing reports and policies for Health & Safety.

  • Exposure to IMS (ISO 9001, ISO 14001, ISO 45001).

  • In depth knowledge of Fire Fighting and First Aid.

  • Sound knowledge in developing and maintaining HSE internal control structures and systems, and ensure its successful implementation on site.

  • Hone creative problem solving skills, analytical skills, and the ability to think strategically.

  • Physically fit and able to work / walk outdoors for a long period of time.
