Ikonhouse LLC is seeking an experienced HR Manager to run day-to-day HR operations for a large, site-based construction workforce in Dubai. You will own the employee lifecycle from onboarding to exit, ensure compliance with UAE and Dubai labor regulations, and develop tailored HR policies for the company.

The role requires hands-on management of payroll, visas, labor cards, and MOHRE coordination, with a focus on a multicultural blue-collar workforce. On-site and camp environments are involved.

Qualificações

• 10+ years of HR experience, with hands-on operations in UAE construction
• Experience managing a large blue-collar workforce
• Strong knowledge of UAE Labour Law and Dubai HR rules

Responsabilidades

• Manage end-to-end HR operations for head office, project sites and labor camps
• Lead onboarding and offboarding, including visas, labor cards, medical and Emirates ID
• Oversee payroll inputs and final settlements under WPS requirements
• Stay current with UAE Labour Law and Dubai-specific regulations and update HR practices
• Draft and maintain a company-specific HR policy handbook and roll it out across the workforce
• Handle employee relations and disciplinary matters for a multicultural blue-collar workforce
• Conduct regular site and labor-camp visits to ensure welfare and compliance
• Maintain accurate HR records, attendance, and MIS reporting for management
• Coordinate with MOHRE and immigration authorities as required
• Advise department heads on HR matters with integrity and confidentiality

About the role

About the Role

We are looking for an experienced HR Manager to run day-to-day HR operations for a large, site-based construction workforce in Dubai. This is a hands-on operational role, not a technical recruitment position. You will own the employee lifecycle from onboarding to exit, keep the company compliant with UAE and Dubai labor regulations, and build HR policies that fit our company specifically.

Key Responsibilities

• Manage end-to-end HR operations for head office, project sites and labor camps
• Lead onboarding and offboarding, including documentation, visas, labor cards, medical and Emirates ID processes, and clearances
• Oversee payroll inputs and salary processing in line with WPS requirements, and calculate end-of-service gratuity and final settlements accurately
• Stay current with UAE Labor Law and Dubai-specific regulations and update HR practices whenever rules change
• Draft and maintain a company-specific HR policy handbook and roll it out across the workforce
• Handle employee relations, grievances, disciplinary matters and labor-related queries for a multicultural blue-collar workforce
• Conduct regular site and labor-camp visits to engage with employees, understand concerns and ensure welfare and compliance standards are met
• Maintain accurate HR records, leave and attendance tracking, and MIS reporting for management
• Coordinate with the Ministry of Human Resources and Emiratisation (MOHRE), immigration and other authorities as required
• Advise department heads on HR matters and uphold high standards of integrity and confidentiality

Requirements

Experience

• 10+ years of HR experience, with hands-on HR operations experience in the UAE construction industry
• Proven track record managing a large blue-collar workforce
• Strong working knowledge of UAE Labor Law and Dubai-specific HR rules

Skills and Languages

• Fluent in English and Hindi

• Demonstrated ability to write policies and handbooks tailored to a specific company
• Strong communication, negotiation and conflict-resolution skills

Education and Systems

• Bachelors degree in HR, Business Administration or a related field
• Oracle HR/ERP experience is a plus
• HR certifications (e.g., CIPD, SHRM, HRCI) are a plus, but practical experience and up-to-date knowledge are valued more
