Job Summary

We are seeking an experienced HSE Engineer – Civil / Construction with a minimum of 10 years of UAE/GCC experience, including extensive experience in high-rise building construction projects.

The successful candidate will be responsible for implementing and maintaining HSE management systems, ensuring compliance with UAE/GCC legislation and project requirements, conducting inspections and risk assessments, investigating incidents, and promoting a strong safety culture across construction sites.

Key Responsibilities
  • Implement and monitor the project Health, Safety and Environmental (HSE) Management System in accordance with company, client, consultant, and regulatory requirements.
  • Ensure full compliance with applicable UAE HSE laws, construction safety regulations, and authority requirements.
  • Manage HSE activities for high-rise building construction projects from mobilization through completion.
  • Conduct regular site inspections, safety audits, risk assessments, and compliance checks.
  • Prepare and review Risk Assessments, Method Statements (RAMS), JSA/JHA, HSE Plans, Emergency Response Plans, and inspection reports.
  • Identify unsafe conditions and practices and ensure timely implementation of corrective and preventive actions.
  • Lead incident, accident, near-miss, and dangerous-occurrence investigations and prepare detailed reports.
  • Conduct regular Toolbox Talks, HSE inductions, training sessions, and safety awareness programs.
  • Monitor work activities including civil works, excavation, scaffolding, lifting operations, work at height, temporary works, concrete works, MEP interfaces, and other construction activities.
  • Coordinate with Project Managers, Construction Managers, Engineers, Consultants, Clients, subcontractors, and regulatory authorities on HSE matters.
  • Maintain accurate HSE records, statistics, inspection reports, training records, permits, and compliance documentation.
  • Monitor subcontractor HSE performance and ensure compliance with project requirements.
  • Participate in emergency drills and ensure emergency preparedness and response procedures are effectively implemented.
  • Promote continuous improvement and a proactive zero-accident / zero-incident safety culture.
  • Prepare and present HSE reports, dashboards, statistics, and presentations to management and project stakeholders.
Mandatory Requirements
  • Minimum 10 years of total HSE experience, with substantial experience in UAE/GCC building construction.
  • Proven experience in high-rise building construction projects.
  • Bachelor’s Degree in Engineering, Environmental Science, Occupational Health & Safety, or a related discipline.
  • NEBOSH IGC – Mandatory.
  • SARS / SARSS certification/card – Mandatory, where applicable to the project/authority requirements.
  • Strong knowledge of UAE HSE legislation, construction safety standards, and regulatory requirements.
  • Proven experience in implementing HSE Management Systems.
  • Strong knowledge of risk assessment, incident investigation, corrective action, and preventive action.
  • Excellent experience in conducting HSE training, toolbox talks, inductions, and awareness programs.
  • Strong report writing, documentation, and presentation skills.
  • Proficiency in MS Office, particularly Excel and PowerPoint.
  • Excellent leadership, communication, coordination, and team-management skills.
  • Ability to effectively liaise with clients, consultants, subcontractors, management, and government/regulatory authorities.

Candidates with valid NEBOSH IGC and SARS/SARSS certification, strong consultant/client coordination experience, and immediate availability will be highly preferred.
