Responsibilities

The role reports directly to the Director – Head of Building Management, representing the JLL Property and Asset Management Services (PAMS) team, overseeing the security, technical and soft services operations of the TFM service providers. It includes quality assurance and control of daily facilities management operations, adhering to industry best practices.

Provide OPEX and CAPEX budgeting requirements, financial forecasts, and P&L’s; prepare and submit weekly, monthly, quarterly, and annual reports to the Head of Building Management; assist in the preparation of governance documents, property operations plan, property regulations/rules, policies and procedures, procurement request for approvals, etc. The candidate must be technically knowledgeable and capable of consulting clients, tenants and contractors, exercising good negotiation skills with experienced professionals in multi‑national organisations.

Manage daily operations of the TFM contract, including but not limited to security, soft and hard services, EHS, reactive and corrective maintenance, PPM (planned preventive maintenance), asset condition surveys of Electrical, HVACR, MEP, Hydraulic systems, Alarms, Fire Life and Safety, Building Management systems, Generators, Access Controls, Chillers, Chilled Water systems, UPS, Building Fabric, Water Features, Internal and External Facades, Asset coding, Water Quality testing, CCTV, Landscaping, Pest Control, Lifts & Elevators, Waste Management, HV substations, etc.

Guide and manage the TFM service providers’ operatives, skilled technicians and unskilled personnel, and oversee the tender and selection process for all specialist subcontractors to ensure technical competency and quality of work as per contract.

Ensure compliance with insurance policies, local authorities, laws, decrees, municipal codes of practice and legislation of the UAE and specifically in the Emirate of Dubai.

Deliver planned preventive maintenance (PPM), reactive/remedial works, ensuring the TFM service providers execute these works to meet Service Level Agreements (SLA) and Key Performance Indicators (KPI). Maintain sufficient stock levels for timely completion of work; certify all statutory inspections and tests, and complete all Pre‑occupancy/move‑in inspections, Termination/check‑out inspections and refurbishments/on‑site reinstatements to property standards.

Oversee maintenance and accuracy of property management systems (CRM/BMS/CAFM/BIM) and ensure the TFM service providers’ staff are trained, keeping the systems up to date and calibrated with building infrastructure and equipment.

Liaise and advise the Property Manager and Client on changes to local laws and legislation, and international best practices that may affect the property operations, seeking approval and direction to implement directives for the site’s operations.

Communicate effectively in English (written & verbal) and build relationships with Clients, Head of Building Management, Property Manager, TFM service provider, Leasing Agents and other departments.

Review Client’s contract and TFM service providers’ contract, ensuring proficient delivery of scope of work and specifications detailed within, so all activities required are in place to operate the property efficiently and effectively.

Perform all core functions and responsibilities of the role, including those not expressly mentioned in the Client’s contract but necessary for proper performance and effective management of the property in accordance with industry protocols and applicable best international standards and codes of practice.
