Evaluation Analyst The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing Infrastructure for Tomorrow in Asia and beyond-infrastructure with sustainability at its core. We began operations in Beijing in 2016 and have since grown to 110 approved members worldwide. We are capitalized at USD100 billion and AAA-rated by the major international credit rating agencies. The Complaints-resolution, Evaluation and Integrity Unit (CEIU) was established in 2016 as an independent unit within AIIB and is part of AIIB's Oversight Mechanism created by its Board of Directors under Article 26(iv) of the AIIB Articles of Agreement. Under its independent evaluation and learning function, CEIU undertakes evaluative assessments of AIIB's ordinary and special operations in accordance with the Learning and Evaluation Policy (LEP). One of CEIU's primary responsibilities is to strengthen institutional performance, credibility, internal and external accountability, and learning by selectively assessing the quality and results of the AIIB's ongoing and completed investment projects, operational policies, strategies, and procedures.

The Evaluation Analyst will support AIIB's independent evaluation function (IEF) in delivering high-quality, timely, and strategically relevant evaluation products. The role will provide analytical, operational, and knowledge support to project-level, thematic, and policy evaluations. It involves applying data, digital tools, and clear communication to promote learning, enhance accountability, and improve institutional performance. The analyst will also contribute to outreach and dissemination, internal knowledge systems, and follow up on recommendations with Management.

Responsibilities
  • Analyze and maintain structured datasets (e.g., completion notes, project concept note by sector, region, and financing type to support the strategic selection and planning of project-level review, evaluation learning activity, and thematic evaluations.
  • Organize and classify project documents. Prepare background inputs and conduct portfolio analysis to inform evaluation design and approach papers.
  • Support the preparation of evaluation reports by conducting document review, coding, and evidence synthesis, and contributing to the drafting of findings, lessons, and recommendations.
  • Contribute to field-based work by coordinating and participating in site visits, stakeholder consultations, and follow-up interviews.
  • Assist with report preparation, quality control, and integration of feedback from Management, peer reviewers, and the Board.
  • Use AI tools and digital platforms (e.g., Power BI, Tableau, Excel) to enhance literature reviews, data analysis, and visualization across the evaluation cycle and products.
  • Maintain CEIU's systems for tracking lessons and recommendations. Follow up with Management on implementation status and support quarterly reporting to the Board.
  • Draft technical sections, annexes, infographics, and slides for evaluation reports (thematic, PLRs, and ELAs), Board presentations, and internal learning briefs.
  • Ensure clarity and consistency across CEIU publications.
  • Support the preparation of knowledge products and presentation materials for external outreach events (e.g., Asian Evaluation Week, OECD EvalNet, joint MDB sessions) and coordinate with COM on the public disclosure of evaluation reports.
  • Coordinate evaluation missions, peer reviews, consultant deliverables, and version control across the evaluation workflow.
Requirements
  • Bachelor's degree (Master's preferred) in economics, public policy, evaluation, development studies, international relations, or data science.
  • 2-3 years of relevant experience in evaluation, development research, or results-based work, preferably with MDBs or international institutions.
  • Knowledge of evaluation principles (e.g., OECD-DAC), MDB project cycles, and portfolio analytics.
  • Proficiency in Excel, PowerPoint, and visualization tools (Power BI, Tableau, Canva). Experience with AI tools is a plus.
  • Strong analytical, writing, coordination, and communication skills.
  • Collaborative mindset, attention to detail, and ability to meet deadlines under pressure.
  • Timely delivery of evaluation inputs (e.g., desk reviews, field visit notes, report sections) with high quality.
  • Previous contributions to learning uptake, such as facilitating internal workshops, supporting feedback loops, or promoting knowledge-sharing initiatives.
  • Adherence to evaluation ethics, neutrality, and quality standards.
  • Innovation in integrating new tools, methods, or approaches.
