Director of Finance and procurement:
Overall purpose:
To manage financial and accounting activities and ensure adherence to the established financial policies, guidelines, adopted local and international standards and relevant best practices. Additionally manage all procurement, contracting and administration activities for FAA. Apply specialized depth and/or breadth of Administration matters including the development of well-defined processes and procedures.
Key Accountabilities:
- Contribute to shaping and driving of FAA’s strategy to achieve its overarching objectives.
- Shape and direct the development of Finance and Procurement strategy and operational plans in line with Head of Sector guidance and long term objectives of FAA.
- Lead the development and implementation of FAA’s financial policies, systems, processes, procedures and controls ensuring alignment with the organizational needs and compliance with regulatory requirements and applicable international financial standards.
- Lead the preparation and consolidation of FAA’s functional budgets and monitor financial performance versus the set budget.
- Manage general accounting activities in an effective and efficient manner in line with relevant international accounting standards, local regulatory and best practices.
- Oversee handling of all cash management activities of FAA.
- Oversee the development and implementation of the end-to-end purchasing and contracting process in order to ensure all related activities are conducted in line with the established policies and procedures and in the most efficient way.
- Oversee the development and implementation of all facility management and general services related policies, procedures and operational plans to ensure efficient, cost-effective, and quality service provisioning.
- Lead the procurement of FAA needed Capex, Opex, and other services.
- Oversee all administration relations related to FAA including insurance, parking slots, residency procedures, fleet related matters, facility utilization and maintenance, reception, office management, ESAAD and authority stores.
- Ensure effective identification, allocation and utilization of the Directorates’ human, financial, logistical and technological resources at all times.
- Ensure the ongoing development of the Directorates’ employees, guide the performance management and developmental activities of direct and indirect reports, and ensure regular one on ones are held and coaching given as appropriate.
- Support the Sector Head in any relevant projects/initiative when required.
Job requirements:
- Professional certifications such as CFA, CMA or CPA certification is required.
- 15 + years of relevant experience
- Bachelors Degree in Accounting or Finance (Masters preferred)
