Job summary

ATGC Transport and General Contracting L.L.C. is seeking a Cost Control Engineer to establish budget baselines, monitor expenditures, and analyze cost variances across Civil and MEP packages.

You will manage CBS, WBS alignment, and EMV reporting, driving proactive risk management and accurate monthly reporting. The role requires 5–8+ years of cost control within a main contractor setting, with strong skills in CCS Candy, CostX, Primavera P6, SAP/Oracle, and advanced MS Excel.

Qualifications

• Bachelor's degree in civil, mechanical, electrical engineering or quantity surveying.
• 5 to 8+ years of hands-on cost control experience within a main contractor environment handling large-scale Civil or MEP construction projects.
• Advanced proficiency in estimation and cost control software (CCS Candy, CostX, or RIB iTWO).
• High competency in Primavera P6 (for schedule/cost integration) and ERP systems (SAP/Oracle).
• Advanced MS Excel (Pivot Tables, Power Query, scenario modeling) and Power BI.

Responsibilities

• Develop CBS mapped to WBS, baseline schedule, and BOQ.

Job description

The Cost Control Engineer is responsible for establishing budget baselines, monitoring live expenditures, analysing cost variances and cash flow forecasts, Cost Value Reconciliation, PMV and Manpower Productivity across civil and MEP construction packages. This role ensures project financial targets are met through proactive risk identification, subcontract financial management, and accurate monthly reporting.

Key Responsibilities:

1. Budget Management

• Help create project budgets, set cost baselines, and code budget items for accurate tracking.
• Develop the Cost Breakdown Structure (CBS) mapped directly to the project Work Breakdown Structure (WBS), baseline schedule, and Bill of Quantities (BOQ).
• Transfer target budgets into project ERP systems (e.g., Candy CCS, SAP, Primavera Unifier) upon contract award.

2. Cost Monitoring

• Track daily or monthly site expenses, commitments, and actual costs versus planned progress.
• Conduct site audits and reconciliation for material wastage (bulk concrete, rebar for Civil; piping/conduit and cable for MEP).

3. Forecasting & Reporting

• Produce periodic financial status reports, Earned Value Management (EVM) metrics, and cost-to-complete forecasts.
• Prepare comprehensive Monthly Cost Reports (MCR) detailing budget status, committed costs, Estimate to Complete (), Estimate at Completion (), and Variance at Completion ().
• Produce cash flow forecasts (inflows vs. outflows) and identify impending liquidity or budget risks.

4. Variance Analysis

• Identify cost overruns or savings early, analyse root causes, and propose corrective steps.
• Calculate and track Cost Performance Index (), Schedule Performance Index (), and To-Complete Performance Index ().

5. Change Management

• Review change orders, evaluate cost impacts, and update financial registries.
• Evaluate subcontractor Variation Orders (VOs) and quantify financial impact alongside the Quantity Surveying/Claims team.
• Track long-lead equipment procurement commitments and milestone payments.

Candidate Qualifications & Requirements

• Education: Bachelor's Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, or Quantity Surveying.
• Experience: 5 to 8+ years of hands-on cost control experience within a Main Contractor environment handling large-scale Civil or MEP construction projects.
• Technical Skills:
• Advanced proficiency in estimation and cost control software (CCS Candy, CostX, or RIB iTWO).
• High competency in Primavera P6 (for schedule/cost integration) and ERP systems (SAP/Oracle).
• Advanced MS Excel (Pivot Tables, Power Query, scenario modeling) and Power BI.
• Knowledge: Sound understanding of FIDIC contract forms, standard methods of measurement (POMI, NRM, or CMMI), and commercial risk management.
