Chief Specialist

JOB PURPOSE

Develop and enforce the standards, methodologies, processes, procedures, policies and industry best practices for the Agency and ensure the overall quality and reporting of all projects across the Age

KEY RESULTS ACCOUNTABILITIES
  1. Identify interdependencies between Initiatives/projects and facilitate the program identification and the assignment of a program manager.
  2. Ensure that departmental operational plans, and teams/committees plans are realistic, achievable, challenging, and that related risks are identified, monitored and controlled.
  3. Institutionalize the corporate policies, methodologies and the “leading practices” related to Projects, Program and Portfolio management in the agency.
  4. Proactively monitor the performance and conduct periodic reviews of all projects, programs, teams, and committees, and highlight the relevant issues/risks to CEO.
  5. Perform other related duties as assigned.
  6. Ensure documentation of Lessons from completed projects, evaluate and assess records, and facilitate sharing of the related information for future projects in coordination with the knowledge management Team.
  7. Ensure timely and effective reporting to CEO and Corporate management on Projects and programs performance, risks, and issues in coordination with the concerned departments / Project Managers.
  8. Review and consolidate projects change and variation order logs and prepare a relevant report to CEO.
  9. Ensure achievement of targeted results in each key performance area within projects.
  10. Ensure the implementation of projects/program management policies and methodologies across the Agency projects.
  11. Advise on the development of the Agency annual budget and forecasts.
  12. Benchmark the performance of projects against international best practices and introduce continuous development in coordination with EPMO team.
  13. Ensure the full alignment of the Agency Initiatives/programs/projects with RTA’s strategy and objectives.
  14. Take ownership of the central repository on the agency level that contains programs/projects key relevant information and deliverables.
  15. Ensure that project/program/portfolio management policies and Methodologies are implemented, and provide agency periodic consolidated Feedback on Project/Program/Portfolio Management policies to EPMO team.
  16. Be the Point of contact / liaison point between Agency and EPMO Team for any Project/program/portfolio/committee Management related requests.
  17. Make sure that all agency project information is updated on a monthly basis in the projects tracking tools, and that the updates match the operational plans and the progress reports.
  18. Provide subject matter expertise and support to Projects/Program Mangers in the Agency.
  19. Prepare and update a detailed PM Methodology (industry specific procedures) for the agency in coordination with his departments, in line with the existing business processes, and adhering to the corporate policies and methodologies.
  20. Carefully review/audit and ensure on-time submission of soft & hard Copies of the projects/committees reports submitted to CEO, portfolio team, EPMO team and the chairman.
  21. Ensure the creation and development of the project request form for new projects and act as a point of coordination between the portfolio team and the Agency.
  22. Continuously review and update projects’ objectives to ensure conformity with RTA’s strategic plan and
