Job summary

Hill International seeks a Senior Quantity Surveyor in the UAE to lead budgeting, cost control, estimating, and reporting across major civil infrastructure projects. You will review variations, prepare tender specifications, and manage post-contract payments and changes, ensuring compliance with FIDIC and client requirements.

You will deliver accurate cost forecasts, monitor risks, and collaborate with project teams and management to optimize financial performance while upholding Hill

Qualifications

• Bachelor's degree in Engineering or QS.
• 5 years of relevant experience.
• Must have prior UAE region experience.
• Chartered QS certification preferred.
• Knowledge of costs and FIDIC.
• Proven experience in medium to large-scale civil infrastructure projects in the UAE/Middle East.
• Strong understanding of contracts and financial controls.
• Strong interpersonal and teamworking skills.

Responsibilities

• Develop and maintain systems for budgeting, cost control, estimating, and reporting.
• Review variations and submits them for management approval.
• Ensure procedures for cost estimating and control for variations are included in tender specifications (pre-contract stage).
• Oversee post-contract activities including payment applications, variations, EOT, claims support in dispute resolution, and final accounts.
• Deliver accurate cost reports, forecasts, and financial analysis to senior management and project teams.
• Identify cost risks and support mitigation strategies.
• Review cost estimates from Consultants/Contractors for compliance with agreements and drawings.
• Review Bill of Quantities for accuracy.
• Verify and update project control budgets for management approval.
• Prepare and review final cost forecasts including variations and commitments.
• Maintain and update cost data to evaluate submitted estimates.
• Review final cost reports, asset registers, and project close-out reports for contract compliance.
• Review and certify progress payments with the project team.
• Validate and prepare Change Requests, Variation Orders, Claims and related documents.
• Perform other similar or related duties as assigned.
• Ensure compliance with Hill International Quality, Environmental, Safety and Occupational Health Policies and Procedures.

General Description of Role and Responsibilities:
