Job description

Job Title : Advisor – Investment and Finance Section

As a Public-Private Partnership (PPP) Advisor within the Investment and Finance Section, the primary responsibility is to provide expert guidance and advisory support to ensure effective collaboration between government entities and private sector stakeholders, including developers and investors. This role is essential in advancing the successful implementation of PPP initiatives by fostering synergies between public objectives and private sector capabilities.

A key focus of this position is delivering strategic advice in the formulation and development of comprehensive frameworks and guidelines that clearly define the criteria for private sector enterprise participation. The role also ensures the transparent delineation of roles and responsibilities among all involved strategic partners, both public and private, to promote accountability, alignment, and long-term value creation.

The PPP Advisor actively engages in conducting thorough feasibility studies—often in coordination with the Abu Dhabi Investment Office—to evaluate project viability, identify potential opportunities, and assess the overall strategic fit for PPP execution. These evaluations are critical to generating actionable recommendations that guide project structuring, implementation, and financing through private sector engagement.

Furthermore, the role encompasses contributing to the selection process of private sector executors by providing informed recommendations based on technical assessments. The Advisor also plays a strategic role in the development of initiatives and execution strategies that contribute to expanding the government's capital project portfolio under the public-private partnership model, thereby enhancing infrastructure delivery and economic impact.
